World leaders gathered in Brussels at the first ever Nuclear Energy Summit co-chaired by the Prime Minister of Belgium Alexander De Croo and the Director General of the International Atomic Energy Agency (IAEA) Rafael Mariano Grossi. The Summit was the highest-level meeting to date exclusively focused on the topic of nuclear energy. It followed inclusion of nuclear energy in the Global Stocktake agreed at the UN Climate Change Conference (COP28) in Dubai in December 2023 and the launch of the IAEA’s Atoms4NetZero initiative.

Countries around the world turned to nuclear as a reliable low-carbon energy source as they looked for ways to wean themselves off Russian imports and lower carbon emissions.

New plants began operating, deals for small modular reactors were signed and countries announced ambitious plans for new-build.

On the political front, US president Joe Biden signed into law new legislation that will help to finance struggling nuclear reactors and could save dozens from being shut down early. In Europe, the nuclear industry celebrated when members of the European parliament decided to “follow the science” and support legislation which includes nuclear in the bloc’s sustainable finance taxonomy for green investment.

The Cernavodă nuclear power station in Romania has two Candu reactor units. France and Romania signed a declaration of intent that includes plan to work with “strategic partners” to build Units 3 and 4 of the Cernavodă nuclear power station and to refurbish Unit 1.

The document was signed by French prime minister Jean Castex and his Romanian counterpart Ludovic Orban, who led a delegation of his ministers to Paris.

In a statement following the signing Mr Orban said an agreement had also been signed between Romana’s state nuclear corporation Nuclearelectrica, which operates the Cernavodă station, and French nuclear engineering company Orano, but he gave no further details.

Earlier this month Romania and the US signed a draft cooperation agreement for the construction of Cernavodă-3 and -4 and the refurbishment of Cernavodă-1.

Move follows cancellation earlier this year of deal with China The Cernavodă nuclear power station, where Romania is planning to build two new reactors. Romania was scheduled to sign cooperation and financing agreements with the US on Friday for the refurbishment of one nuclear power reactor and the construction of two more at the Cernavodă nuclear power station, US ambassador Adrian Zuckerman said on Thursday.

In a statement posted on the US Embassy in Romania’s website, Mr Zuckerman said Romania’s energy minister Virgil-Daniel Popescu would meet with US energy secretary Dan Brouillette in Washington to initial an intergovernmental cooperation agreement for the refurbishment of one nuclear reactor and the building of two new reactors at Cernavodă. “This $8bn project will be a paradigm for future Romanian- American economic and energy development projects,” he said.

Later in the day, Mr Popescu was to meet with the president and chairwoman of the US Exim Bank, Kimberley Reed, to execute a memorandum of understanding for the financing of the Cernavodă nuclear project and other projects in Romania. The financing package is the largest financing package ever received by Romania and is indicative of the confidence the US has in its longstanding partner and ally, Mr Zuckerman said.

Romanian state-owned nuclear power producer Nuclearelectrica ended talks with China General Nuclear (CGN) about the Cernavodă project in June after they had dragged on for six years.

Development follows cancellation of deal with China’s CGN Prime minister Ludovic Orban said the government is close to signing an agreement with undisclosed “Euro-Atlantic partners” to complete the third and fourth units at the Cernavodă (pictured). Romania will invest €8-9 bn to build the two new plants, which should be ready by 2030, Mr Orban said.

“As soon as possible, after we establish a team at government level to explore the best options, we will negotiate and sign agreements to start these fundamental investments for Romania,” local press reports quoted Mr Orban as saying.

Earlier this year state-controlled nuclear energy producer Nuclearelectrica terminated an agreement signed with China General Nuclear Power Corporation (CGN) for the construction of Units 3 and 4.

Romania’s Government will pull out of the deal with China for the construction of reactors 3 and 4 at the Cernavoda NPP, prime minister Ludovic Orban announced in an interview with Hotnews.ro on 22 January. “It is clear to me that the partnership with the Chinese company is not going to work,” Orban said, adding that the government has already started to look for a new partner and financing for this project. He added that any new projects in Romania’s energy sector will depend on the European Union’s Green Deal aimed at reducing CO2 emissions.
