Iraq is working on a plan to build nuclear reactors in face of widespread blackouts that have sparked social unrest, Bloomberg reported on 8 June. Despite being OPEC’s second biggest oil producer, Iraq is suffering from power shortages and insufficient investment in ageing plants, and needs to meet an expected 50% jump in demand by the end of the decade. Building NPPs could help to close the supply gap.

The Bulgarian government on 16 May requested parliament to lift a ban on the development of the 2000MWe Belene NPP after state-owned China National Nuclear Corporation (CNNC) confirmed its interest in the project. Parliament has given the government until end-June to decide how to proceed. Energy Minister Temenuzhka Petkova has said Bulgaria plans to launch a tender in 2018 to pick a strategic investor for the  €10bn ($11.92bn) plant. She has invited France’s Framatome, majority controlled by EDF, to take part and the European Investment Bank (EIB) is also looking into the project. In March, Petkova said CNNC had officially confirmed its interest in Belene NPP but that EIB interest would depend on the government’s financing plan. Meanwhile, several opposition parties are calling on the government to abandon the project, alleging that its completion would double domestic electricity prices.

Saudi Arabia has sent a request for information (RFI) to international suppliers to build two nuclear power plants, the first step towards a formal tender, Reuters reported on 31 October citing “three sources”.

Iranian and Russian officials meeting in Moscow on 8 April underlined the need to increase nuclear cooperation. Deputy head and spokesman of the Atomic Energy Organisation of Iran (AEOI) Behrouz Kamalvandi held separate meetings with senior officials from Russian state nuclear corporation Rosatom during which it was agreed that delegations from Iran and Russia would regularly exchange visits. The discussions also covered implementation of a number of projects planned in the wake of the Joint Comprehensive Plan of Action (JCPOA) signed in 2015 between Iran and the P5+1 group of countries (the USA, France, the UK, Russia and China plus Germany as well as the European Union).

Atomic Energy Organisation of Iran (AEOI) spokesman Behrouz (Behruz) Kamalvandi said on 28 August that financing is now in place to build two more units at the Bushehr NPP.  He told the Iranian Students News Agency (ISNA): "In order to complete negotiations on the two new power plants, we have provided financial resources at the order of the president [Hassan Rouhani], and the financial problem is settled. We will try to finalise negotiations in coming weeks and we will declare a date for the beginning of the construction of the power plants." An agreement to expand civilian nuclear energy cooperation and construct a total of eight additional nuclear reactors at Bushehr was signed between Russia and Iran in November 2014.

Russia will “further assist” Iran in implementing the Joint Comprehensive Plan of Action on Iran's nuclear programme, “including the processing of enriched uranium and the conversion of facilities to produce stable isotopes”, Russian President Vladimir Putin told the Azerbaijani State News Agency AZERTAC in an interview on 5 August.

The International Atomic Energy Agency (IAEA) on 26 May verified Iran's compliance with the Joint Comprehensive Plan of Action (JCPOA), reached between Tehran and the P5+1 group of countries (USA, France, UK, China and Russia - plus Germany) in July 2015. In its second quarterly assessment since the implementation of the JCPOA in January, the IAEA said Iran "has not pursued the construction of the existing Arak heavy water research reactor" and has "not enriched uranium" above low levels. "Throughout the reporting period, Iran had no more than 130 metric tonnes of heavy water ... Iran's total (low) enriched uranium stockpile did not exceed 300 kg," the IAEA added. No enriched uranium has been accumulated through research and development activities. "All stored centrifuges and associated infrastructure have remained in storage under continuous Agency monitoring," the report noted out.
