India and France have agreed to strengthen their defence and security partnership following Indian Prime Minister Narendra Modi's visit to France at the invitation of French President Emmanuel Macron. Following extensive discussions, a joint communique noted the strengthening of the strategic partnership between the two countries. France’s majority state-owned energy company EDF has submitted a preliminary, non-binding offer to the Polish government for the construction of four to six EPR nuclear power plants in Poland at two or three different locations.

“On Wednesday, October 13, 2021, EDF submitted to the Polish government a preliminary, non-binding offer for a contract covering the execution of engineering, procurement and construction (EPC) works from four to six EPR (European Pressurised Reactors), representing a total installed capacity of 6.6 to 9.9 GW in two to three locations,” the French company said in a statement.

“The initial offering includes all key programme parameters such as plant configuration, industrial schematic, local supply chain development plans, cost estimate and schedule,” the statement added.

EDF said the offer supports the implementation of the objectives of the Polish nuclear energy programme adopted by the Polish government in October 2020. It also aims to define the principles of the Polish-French strategic partnership supporting “an ambitious energy transformation plan consistent with the European goal of carbon neutrality”.

The Taishan-1 EPR nuclear plant in southern China has been taken offline for maintenance and to replace damaged fuel, two weeks after the country’s regulator said it was in “normal condition and operational safety is guaranteed” following a minor fuel rod cladding failure which resulted in increased radioactivity in the unit’s primary reactor coolant.

French nuclear company Framatome, which helps operate the plant, last month reported a “performance issue” which caused the US government to look into the possibility of a leak.

“After lengthy conversations between French and Chinese technical personnel, Taishan Nuclear Power Plant ... decided to shut down Unit 1 for maintenance,” China General Nuclear Power Group (CGN) said on Friday in an online statement, adding that “a small amount of fuel damage” occurred during the operation of the reactor.

CGN said that both units of the plant had “maintained safe and stable operations throughout” and the faulty reactor was “completely under control”. The company said there had been “minor fuel damage” and the reactor was shut down for maintenance and to replace damaged fuel.

China's Ministry of Ecology & Environment (MEE) said on 16 June that there had been no leak at the Taishan NPP in Guangdong Province and rejected allegations by CNN that the National Nuclear Safety Administration (NNSA) had raised the permitted radiation levels near the plant. NNSA had reviewed specifications for noble gases used in the reactor coolant at Taishan, but this had "nothing to do with the detection of any radiation outside the nuclear plant”, MEE said.

Unit 1 of the Taishan nuclear power plant is operating at full power and there has been no release of radiation at the plant or in the surrounding area, China General Nuclear (CGN) announced yesterday following media reports of a leak at the plant in China's Guangdong province. France's EDF, which holds a 30% stake in the two-unit plant, said it had been informed of an increase in the concentration of certain noble gases in the EPR reactor's primary circuit.

On 22 April 2021, Electricite de France (EDF) submitted to the Nuclear Power Corporation of India Ltd (NPCIL) a binding techno-commercial offer to develop six EPR reactors at the Jaitapur site in Maharashtra, India with an installed capacity of 9.6 GWe. EDF said: “This major milestone for EDF, its partners and the French nuclear industry will enable discussions aimed at converging towards a binding framework agreement in the coming months.”

Finnish utility Teollisuuden Voima Oyj (TVO) said on 27 March that fuel loading had begun at unit 3 of the Olkiluoto NPP and was expected to continue for a week. During the months following the fuel loading, the EPR reactor will undergo a range of tests as maintenance and finalisation work continues. These will include hot functional testing, in which the reactor and turbine island will be submitted to dozens of separate tests at different pressure and temperature levels. Previous hot functional testing took place in 2018.

The loading of fuel assemblies into the Olkiluoto 3 (OL3) EPR in Finland began on 27 March, utility Teollisuuden Voima Oyj (TVO) has announced. The move follows the receipt of a permit from the country's Radiation and Nuclear Safety Authority (STUK) the previous day. The process of loading the fuel assemblies into OL3 is expected to take about one week, TVO said.
