US-based Global Laser Enrichment (GLE), jointly owned by Australia’s Silex Systems (51%) and Canada’s Cameco (49%), has decided against responding to a US Department of Energy (DOE) request for the acquisition of high-assay low-enriched uranium enrichment (HALEU), which is not currently commercially available from US-based suppliers.

The US Department of Energy’s (DOE’s) Savannah River Site (SRS) says the H Canyon facility recently initiated actions to recycle a small amount of used highly enriched uranium (HEU) stored in the Site’s H Area in order to down-blend it into high-assay low enriched uranium (HALEU). “The projected demand for HALEU far exceeds the current supply,” said HALEU Programme Manager Jeff Hasty for Savannah River Nuclear Solutions, the site’s managing and operating contractor.

The Nuclear Energy Agency (NEA) has recently published a 73-page study, which tracks the progress of selected small modular reactor (SMR) designs towards deployment. NEA says the SMR designs are at various stages of development, from fundamental research on new concepts to commercial deployment and operation of mature designs.

Russia’s NA Dollezhal Scientific Research & Design Institute of Power Engineering (Nikiet - part of Rosatom) has completed the preliminary design of a research molten-salt reactor for the Mining & Chemical Combine (MCC) in Krasnoyarsk as part of a Russia-wide research effort. The draft design is for a reactor plant with an innovative research reactor which uses a circulating molten fuel salt (IZhSR). The work was carried out in cooperation with the National Research Centre Kurchatov Institute and a number of Rosatom enterprises. A detailed R&D programme was drawn up and approved by Rosatom, which will substantiate the design’s technical solutions, then build and put into operation the IZhSR reactor plant at MCC.

Cameco Corporation and Brookfield Renewable Partners, together with its institutional partners (the consortium), are forming a strategic partnership to acquire Westinghouse Electric Company. Brookfield Renewable, with its institutional partners, will own a 51% interest in Westinghouse and Cameco will own 49%.

Lightbridge Corporation has signed orders with the Institute for Energy Technology (IFE), operator of Norway's Halden research reactor, for the design and fabrication of a second irradiation rig for testing of its fuels. The IFE is already manufacturing a first test rig ready for irradiation testing of Lightbridge's fuel samples in the reactor.

Russian President Vladimir Putin instructed the government jointly with the state nuclear corporation Rosatom and the National Research Centre Kurchatov Institute to prepare proposals on the prospects for the use of thorium as nuclear fuel by 1 March 2017, according to the Kremlin website. Rosatom, in cooperation with stakeholders, is also asked to develop a coordinated position on the procedure for handling of thorium, before 1 October this year. Thorium, a naturally occurring slightly radioactive metal, is more abundant than uranium, and research is being carried out into its potential use in nuclear reactors in several countries, including Russia, China, India, Norway, Canada, the US and Israel. Thorium’s potential advantages include its greater abundance, superior physical and nuclear properties, better resistance to nuclear weapons proliferation and reduced plutonium and actinide production. Thorium-based fuels and fuel cycles have been used in the past, but only on an experimental basis. India, which has extensive thorium reserves, is in the final stages of developing an advanced heavy water reactor, which will use uranium-thorium fuel.
