A European Nuclear Safety Regulators Group (Ensreg) peer review has concluded that the Belarusian nuclear plant under construction at Ostrovets the Lithuanian border complies with European Union (EU) risk and safety assessments, or “stress tests”.

The Bulgarian government on 16 May requested parliament to lift a ban on the development of the 2000MWe Belene NPP after state-owned China National Nuclear Corporation (CNNC) confirmed its interest in the project. Parliament has given the government until end-June to decide how to proceed. Energy Minister Temenuzhka Petkova has said Bulgaria plans to launch a tender in 2018 to pick a strategic investor for the €10bn ($11.92bn) plant. She has invited France’s Framatome, majority controlled by EDF, to take part and the European Investment Bank (EIB) is also looking into the project. In March, Petkova said CNNC had officially confirmed its interest in Belene NPP but that EIB interest would depend on the government’s financing plan. Meanwhile, several opposition parties are calling on the government to abandon the project, alleging that its completion would double domestic electricity prices.

Iranian and Russian officials meeting in Moscow on 8 April underlined the need to increase nuclear cooperation. Deputy head and spokesman of the Atomic Energy Organisation of Iran (AEOI) Behrouz Kamalvandi held separate meetings with senior officials from Russian state nuclear corporation Rosatom during which it was agreed that delegations from Iran and Russia would regularly exchange visits. The discussions also covered implementation of a number of projects planned in the wake of the Joint Comprehensive Plan of Action (JCPOA) signed in 2015 between Iran and the P5+1 group of countries (the USA, France, the UK, Russia and China plus Germany as well as the European Union).

Iran has awarded a tender to "enhance nuclear security in Iran" to two European consortia, according to Naser Rastkhah, an engineer and adviser to Ali Akbar Salehi, head of the Atomic Energy Organisation of Iran (AEOI).The tender was worth up to €5m ($5.3m), which will be provided by the European Union, ISNA cited Rastkhah as saying on 30 March. "The allocated budget is 4.8 million euros, but can reach a five million cap," he specified. In July 2015, Iran and six world powers signed the Joint Comprehensive Plan of Action (JCPOA), under which Iran agreed to curb its nuclear programme in exchange for the lifting of nuclear-related economic and energy sanctions. "The tender adhered to the framework of the JCPOA, and representatives from Iran, the EU, and the European Organisation for Nuclear Research [CERN] were in attendance," he added. Rastkhah said EU laws prevented him from naming the consortiums at this point, but that more details would be released soon.

Russia's nuclear fuel company TVEL, a subsidiary of state nuclear corporation Rosatom, is "ready to deliver" fresh nuclear fuel for unit 1 of Iran's Bushehr nuclear plant in accordance with an existing contract, Rosatom said.
