Following the release of the Intergovernmental Panel on Climate Change (IPCC) report on 9 August and its warning of a “code red for humanity”, the UK Nuclear Institute said it agrees that “catastrophe can be avoided if the world acts fast”. Recognising the great ambition for nuclear energy to play a significant role in our future energy mix and its potential to catalyse investment in industry in the regions, as laid out by Government in the Prime Minister’s 10 Point Plan and the Energy White Paper, the NI is urging Government and industry to collaborate and “increase the pace” of nuclear deployment to reach Net Zero.

US-based X-energy announced on 9 August that it will expand its fuel division as a wholly owned subsidiary called TRISO-X to commercially develop its proprietary tristructural isotropic (TRISO) fuel for the burgeoning advanced nuclear energy sector. Dr Pete Pappano, X-energy’s Vice President of fuel production, will lead the new company as its President. Since joining X-energy in 2015, Dr Pappano has been instrumental in supporting the company’s ability to produce advanced nuclear fuel at a commercial scale. As the leader of X-energy’s ARC15 project, a five-year programme funded by the Department of Energy, he established a commercial-scale fuel line at Oak Ridge National Laboratory, which has demonstrated the company’s patented TRISO fabrication process leading to higher yields and higher quality fuel.

In an article for Ria Novosti on 10 August, Alexander Khrolenko, a columnist for Segodnya MIA recalled a serious nuclear accident which occurred exactly 32 years ago in August 1985 at a shipyard in the Chazhma Bay (Primorsky Territory). The article was widely cited elsewhere in the Russian press, which also carried their own stories in commemoration of the incident in which an explosion on the K-431 nuclear submarine of the Pacific Fleet killed 10 naval personnel, while hundreds more people suffered the effects of radiation.

The governments of Australia and the UK have signed a letter of intent (LoI) to establish a partnership on low emissions solutions including clean hydrogen and small modular reactors (SMRs). Meanwhile, the Australian Research Council (ARC) has awarded funding to a newly launched project to develop fuel for hydrogen-boron fusion which its participants say has the potential to re-establish Australia as a leader in fusion research and clean energy technology.

Nuclear safety regulators in Canada and the US have completed their first collaborative project on licensing of SMRs. The Canadian Nuclear Safety Commission (CNSC) and the US Nuclear Regulatory Commission (NRC) have issued a joint report to provide feedback to X-energy on the manufacturing codes it proposes to use in both countries for the reactor pressure vessel of its Xe-100 design.

Record imports mean that the UK is increasingly dependent on international market conditions and the energy policies of other countries. NIA pointed out that the UK also has no future guarantee of the carbon intensity of what it imports. Belgium says it will phase out nuclear by 2025 and has called for investment in gas, which has 40 times the carbon intensity of nuclear and wind, to partly replace that lost capacity. The UK also imports power from the Netherlands, which is heavily reliant on fossil fuels, including coal, for its electricity supply.

The draft statement concludes environmental and socioeconomic impacts from renewing the operating licence for 40 years would be small for most environmental resource areas, with small to moderate impacts primarily in groundwater on the plant site. The report details measures Westinghouse has implemented under a consent agreement with South Carolina to mitigate the effects of spills during past operations, and two new licence conditions regarding environmental monitoring to monitor, mitigate, and prevent future contamination. Comments will be accepted until 20 September. The NRC staff intends to hold a public meeting during the comment period to present its findings and accept comments.

Canada’s Department of Natural Resources on 5 August announced that Romania had signed a memorandum of understanding (MOU) with Canada committing the two countries to strengthening cooperation on nuclear energy, including collaboration on Candu refurbishments and new build projects in Romania.
Canada is one of over 120 countries committed to achieving net-zero emissions by 2050. In order to achieve this ambitious climate target, we must draw on a range of clean energy technologies including nuclear power, NRC said. The MOU was signed by Annick Goulet, Canada’s Ambassador to Romania, on behalf of Minister of Natural Resources Seamus O’Regan Jr, Romania’s Prime Minister Florin Cî?u, and Virgil-Daniel Popescu, Romania’s Minister of Energy.

Finland’s Ministry of Economic Affairs and Employment, Ministry of Social Affairs and Health, and the Radiation and Nuclear Safety Authority (Stuk) on 5 August published a draft of the national programme for used fuel and radioactive waste management as well as a report on the environmental impacts of the programme. The ministries and Stuk requested comments on the draft programme and environmental report from authorities, operators in the sector, citizens and communities by 10 September.
