Russia’s SPC Doza is installing the 21st radiation control post within a 20-kilometre zone around the Akkuyu NPP under construction in Turkiye. Bulgaria’s caretaker cabinet has approved a derogation from European Union (EU) sanctions on Russia and will be able to import the materials and spare parts necessary for its annual maintenance of the Kozloduy NPP to ensure the safe operation. Caretaker Minister of Energy Rosen Hristov said this was “critically important” for the safety of the plant. “These are consumables, services and parts for which we have not yet found alternative suppliers. We are also overstocking on these materials and parts for which we are unable to find alternative supplies, so as to ensure the smooth operation of Kozloduy NPP for the years to come, " he noted.

France's parliament has voted in favour of the government's nuclear investment plan with a large majority. The first reading of the bill, which focuses on the planned construction of new nuclear reactors, was approved with 402 votes in favour and 130 against. The bill simplifies the procedures for the construction of six new EPR reactors by 2035 and for studies for eight others. The new installations must be located on or near existing nuclear sites. In addition, the earlier policy of reducing the share of nuclear energy to 50% from the current 70-75% is cancelled.

Kazakhstan’s National Atomic Company Kazatomprom has delivered the first batch of AFA 3G TM fuel assemblies to China by rail from the Ulba-TVS LLP plant. Trains comprising 34 shipping containers with the fuel assemblies, accompanied by a special security service, were delivered to NPPs in China. The deliver was equivalent to one reactor reload (slightly more than 30 tonnes of low-enriched uranium). It was formally accepted by China General Nuclear Power Corporation (CGNPC).

Finland-based energy company Fortum and stainless steel manufacturer Outokumpu have signed a memorandum of understanding to explore the decarbonisation of Outokumpu’s operations with emerging nuclear technologies such as small modular reactors.

The agreement begins what Fortum said would be “a long-term process” with the aim to assess potential construction of SMRs in Finland.

One possible option for the location would be Tornio region in northern Finland, where Outokumpu’s largest mill is situated.

In the first phase, the goal is to identify potential business models and technical solutions for further development. Any potential investment decisions will be made at a later stage, Fortum said.

“Decarbonising heavy industries is a prerequisite for reaching carbon-neutrality in Europe and this requires significant amounts of clean energy,” Fortum president and chief executive officer Markus Rauramo said.

The last remaining backup 330 kilovolt (kV) power line at the Zaporizhzhia nuclear power station in Ukraine, damaged since 1 March, remains disconnected and under repair, again highlighting the fragility of nuclear safety and security at Europe’s largest nuclear power station International Atomic Energy Agency director-general Rafael Mariano Grossi said.

For three weeks, the six-unit Zaporizhzhia has received offsite electricity from only one remaining 750 kV main external power line. Though all six reactors at the ZNPP are in shutdown, with two in hot shutdown, the facility needs offsite power to perform essential nuclear safety and security functions. Without the backup line, any damage to the 750 kV line will result in total loss of all offsite power to the plant.

On 9 March, the station lost all offsite power for 11 hours when the 750 kV line was disconnected, forcing Zaporizhzhia to rely on its emergency diesels generators for reactor cooling and other essential nuclear safety and security functions.
