Bulgarian Energy Minister Rumen Radev and Ukrainian Energy Minister Herman Halushchenko signed a memorandum of understanding (MOU) on cooperation in the field of energy during Ukrainian President Volodymyr Zelensky’s visit to Sofia. The two ministers noted that the MOU aims at broad development of energy cooperation “to support the economic and infrastructural development of the whole region”. The MOU provides for cooperation in nuclear energy, gas, green energy and energy transition including smart networks.

Bulgaria's parliament has mandated the caretaker government to begin talks with the USA on a potential agreement for the construction of two additional reactors at Kozloduy NPP using US Westinghouse AP-1000 technology. The decision was passed by 112 votes to 45 with 39 abstentions in the 240-seat National Assembly.

The four political parties aiming to form a governing coalition and a cabinet in Bulgaria before the end of the year have set out their respective stances on nuclear energy, with the winning party in recent elections saying nuclear is a matter of national security.

On 14 November, Bulgarians voted in a general election which produced a fragmented parliament consisting of seven political parties spanning the full range of the political spectrum.

The election was won by the newcomer liberal centrist ‘Continuing the Change’ (PP in Bulgarian) party with 26% of the vote – not enough to form a majority. The party began negotiations to form a government with three other parties, including socialists, centrists, and liberal conservatives.

The PP said it is “definitely pro nuclear power” and “Bulgaria will never be left without nuclear power”, which is a matter of national security and not just an economic consideration.

Preliminary discussions on energy issues earlier this week were marked by the aim to reform Bulgarian energy policies in view of the European Union’s decarbonisation drive and define the role of nuclear power among other sources.

Bulgarian Energy Minister Temenouzhka Petkova has sent a letter to Russian State Nuclear Energy Corporation Rosatom Director General Sergey Kiriyenko concerning the selection of members for a working group on the Belene NPP project, the Ministry said on 9 August. The Bulgarian delegation will include the executive directors and experts from the Bulgarian Energy Holding and the National Electric Company. Petkova invited Russian experts to visit Bulgaria between 15 and 30 August for comprehensive talks on nuclear cooperation.
