Future fusion energy facilities will continue to be regulated by the Environment Agency (EA) and Health & Safety Executive (HSE), the UK government has confirmed in its response to a consultation seeking views on the regulatory framework for ensuring the safe and effective rollout of fusion energy. Fission power plants are regulated by the Office for Nuclear Regulation.

Five sites - one in Scotland and four in England - have been shortlisted to host the UK's prototype fusion energy plant - the Spherical Tokamak for Energy Production (STEP). The site of the demonstration plant, due to begin operating by 2040, is expected to be announced at the end of next year.

In a paper outlining the government’s fusion strategy, the Department for Business, Energy and Industrial Strategy said the realisation of fusion energy will require continued collaboration with other nations and international organisations, with academia and technical experts, and with businesses and industry groups all around the world.
“The challenges of fusion energy remain considerable,” the paper says. “As with any technically demanding goal, there will be setbacks. However, advances in fusion science and engineering capabilities mean that there is increasing confidence in the fusion sector’s ability to overcome these.”
The paper says the “overarching goals” of the fusion strategy are for the UK to demonstrate the commercial viability of fusion by building a prototype fusion power plant in the UK that puts energy on the grid; and for the UK to build a world-leading fusion industry which can export fusion technology around the world in subsequent decade.

The UK government must make urgent decisions in this Parliament to restore UK nuclear capacity to at least 10 GW based on deployable technologies by the early 2030s, according to a report produced by a cross-party group of Members of Parliament. The UK government has identified nuclear power as a way to help the country achieve the four-fold increase in clean electricity generation needed to achieve its net zero target. Its long-awaited Energy White Paper published today notes that renewables now account for over one-third of electricity generation, up from 7% in 2010, but "building on this foundation" the country "needs to go further".
