Ukrainian nuclear utility Energoatom and US-based Holtec International have signed a “Master Agreement” intended to establish in-country manufacturing capabilities for production and fabrication of nuclear systems, structures, and components (SSCs) for advanced small modular reactors (SMRs), used fuel storage and transport systems, and other nuclear energy related application.

Ukrainian nuclear utility Energoatom says it has begun transporting used nuclear fuel from its operating reactors to the newly built and commissioned Holtec-engineered Central Spent Fuel Storage Facility (CSFSF) known as a Consolidated Interim Storage (CIS) Facility in the US. The CSFSF is expected to save approximately $200m a year compared with the previous practice of transporting used fuel to Russia for reprocessing. “Today, Ukraine is entirely self-sufficient in the strategically crucial area of storage and management of the used nuclear fuel discharged by its reactors eliminating a critical constraint in the continued generation of electricity by the nation’s nine reactors,” Energoatom noted.

US-based Holtec International has launched a programme to build two SMR-300 reactor units at the Palisades NPP site in Michigan. Holtec said it is encouraged by the state’s “commitment to expand in-state carbon-free generation as well as by the broad-based federal, state, and community support for repowering the Palisades NPP”.

The two already have joint plans for the construction of a plant in Ukraine to manufacture equipment for Holtec small modular reactors.

US-based Holtec International says it has submitted a filing with the US Nuclear Regulatory Commission (NRC) to begin the process of seeking federal reauthorisation of power operations at the Palisades NPP. The single-unit 800 MWe pressurised water reactor at Palisades NPP in Michigan began commercial operation in 1971. Operator Entergy announced in 2016 announced plans to close the plant in 2021 the Nuclear Regulatory Commission (NRC) approved transfer of the licence from Entergy to Holtec in preparation for its decommissioning. The reactor was removed from service by Entergy in May 2022, and was defuelled. Its sale to Holtec was completed in June 2022 and Holtec then announced that it was applying for federal funding to allow restart of the plant.
