The first simulator for the control room of a NuScale VOYGR small modular reactor (SMR) power plant in Europe has opened at the University Politehnica of Bucharest in Romania. The simulator is the fifth in total, but the first outside the USA.

Countries around the world turned to nuclear as a reliable low-carbon energy source as they looked for ways to wean themselves off Russian imports and lower carbon emissions.

New plants began operating, deals for small modular reactors were signed and countries announced ambitious plans for new-build.

On the political front, US president Joe Biden signed into law new legislation that will help to finance struggling nuclear reactors and could save dozens from being shut down early. In Europe, the nuclear industry celebrated when members of the European parliament decided to “follow the science” and support legislation which includes nuclear in the bloc’s sustainable finance taxonomy for green investment.

Romanian nuclear utility Compania Na?ionala Nuclearelectrica (SNN) and Romanian private company Nova Power & Gas have launched RoPower Nuclear - a project company for development of small modular reactors (SMRs) in Romania - on the site of the former coal-fired power plant in Doicesti, Dambovita County. The US government has decided to provide $14m (€13.2m) worth of funding for a front-end engineering and design study which is to provide the basis for the deployment of a small modular reactor (SMR) power plant in Romania.

US President Joe Biden made the announcement at this weekend’s G7 leaders’ summit in Schloss Elmau, Germany, where he presented US initiatives to form part of a newly set up Partnership for Global Infrastructure and Investment (PGII).

The PGII aims to reduce global infrastructure gaps, strengthen economies and supply chains and will mobilise $600bn for investment by 2027, about a third of which will be provided by the US.

White House says partnership will position US technology to lead global race for SMR deployment NuScale’s SMR design features a fully factory-fabricated module capable of generating 77 MW of electricity. The US and Romania are to announce plans to build a first-of-a-kind small modular reactor plant in Romania in partnership with US NuScale Power, bringing the latest civil nuclear technology to what the White House called “a critical part of Europe”.

The White House said in a fact sheet on president Joe Biden’s climate plans, which he unveiled at the Cop26 climate summit in Glasgow, Scotland, that the partnership will position US technology to lead in the global race for SMR deployment.

The agreement will include a 12-module NuScale plant, initially creating over 6,000 US and Romanian jobs, with the potential to create 30,000 US and Romanian jobs as the project grows. Deployment of SMR technology will be an important contributor to a decarbonised power sector and net zero future.

The White House said the US is partnering with emerging economies to develop “deep decarbonisation strategies”, including strengthening the adoption of renewable and nuclear energy including SMRs.

European unions on 27 July reiterated calls for the European Commission (EC) to include nuclear power in its green goals. In a joint letter to EC President Ursula von der Leyen, 18 trade unions in the energy sector from 10 countries said nuclear energy must be included in a delegated act of the European taxonomy. The unions - from Belgium, Bulgaria, Czech Republic, Finland, France, Hungary, Romania, Sweden, Slovak Republic and Slovenia - called for "a dialogue with the purpose of nuclear energy to play its full potential and build an economically efficient and socially just carbon-free Europe by 2050".

Major trade unions in 10 European countries have again urged the European commission to include nuclear energy in the bloc’s sustainable finance taxonomy by promulgating delegated act that would allow the technology to compete with other low-emissions energy sources.

The commission decided not to include nuclear energy in the sustainable finance taxonomy, which entered into force last summer, but said it would include it under a complementary delegated act in 2021. The act would include the technical screening criteria for determining the conditions under which nuclear could qualify as contributing to sustainability and climate change mitigation.

The taxonomy is a package of regulations that governs investment in activities that the EU says are environmentally friendly.
