Following a day’s delay, IAEA Director General Rafael Mariano Grossi final reached the Zaporizhia NPP (ZNPP) on 15 June, accompanying the eighth rotation of the Support & Assistance Mission to Zaporizhia (ISAMZ) which has been permanently stationed at the plant since September 2022. Grossi has strengthened the mission replacing two inspectors with four – specialists from Austria, France, South Korea, and Morocco.

As the Western nuclear industry flounders, Russia’s Rosatom is building nuclear power plants (NPPs) on time and under budget around the world, while selling uranium to the US, according to Professor Thane Gustafson. His article, on “The Devil’s Dance” substack blog, says Russia has world-beating nuclear power technology that is flourishing thanks to booming exports. The article, originally released in May, has now been reproduced in several other publications and a link provided on Gustafson’s Twitter page.

International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi and Ukraine’s Prime Minister Denys Shmyhal have agreed that the IAEA will establish a continuous presence of nuclear safety and security experts at all of the country’s NPPs as part of stepped-up efforts to help prevent a nuclear accident during the current armed conflict.

Rosatom’s Fuel Company and decommissioning industry integrator, TVEL JSC on 2 December signed co-operation agreements on decommissioning with France’s Robatel Industries and a group of French companies D&S Groupe as well as with Czech Škoda JS. The agreements were signed on the sidelines of the World Nuclear Exhibition (WNE 2021) in Paris.

Czech President Miloš Zeman on 27 September signed into law the Act on Measures for the Czech Republic's Transition to Low-Carbon Energy and on the Amendment of Act No 165/2000 Coll On Supported Energy Sources (known as Lex Dukovany). The law, allows a state-owned company to purchase electricity from new nuclear plants at a fixed rate for at least 30 years, with the possibility of extension. The power will be resold on the wholesale market and any profit or loss translated into an adjustment to power bills, although the government said it will set an upper limit on any extra cost.

Consultancy firm KPMG on 7 July released a report on nuclear energy market consultation, which discusses the conditions under which market parties are prepared to invest in NPPs in the Netherlands, what public support is required for this, and which regions are interested in establishing a nuclear plant. The 151-page report was compiled at the request of the House of Representatives in response to a motion by Klaas Dijkhoff put forward in September 2020. KPGM began work on the study on 8 February this year.

Russia’s Rosatom and France’e EDF on 26 April signed a strategic cooperation agreement to develop green hydrogen in Russia and Europe. The agreement aims to develop initiatives in the sectors of mobility and industrial complex decarbonisation, and anticipates research and development cooperation on new CO2-neutral hydrogen technologies that will help combat global warming.

EDF Group and Rosatom have signed an agreement to jointly promote clean hydrogen projects in Russia and Europe. Rosatom said development of hydrogen technologies has an important role to play in the implementation of the Paris Agreement, aimed at keeping the global average temperature increase to below 2 degrees Celsius by 2100.
