EU Foreign Policy Chief Josef Borrell said during a recent visit to Tehran that the Vienna talks will resume with the aim of reinstating the 2015 Joint Comprehensive Plan of Action (JCPOA). He made the comments at a joint press conference following talks with Iranian Foreign Minister Hossein Amirabdollahian. Under the JCPOA between Iran the P5+1 group of countries (the USA, UK, France, Russia, and China plus Germany) Iran agreed to limit its nuclear development in return for the lifting of sanctions. After former US President Donald Trump withdrew from the deal and reimposed sanctions in 2018, Iran began to gradually roll back on the restrictions imposed by the JCPOA after the European parties to the agreement failed to put any measures in place to mitigate those sanctions.

Iran’s Foreign Ministry Spokesman Saeed Khatibzadeh said on 18 August that Iran’s nuclear programme and activities were fully in line with the nuclear Non-Proliferation Treaty (NPT) and its Safeguards commitments. Khatibzadeh noted in a statement that the International Atomic Energy Agency (IAEA) has been supervising Iran’s nuclear activities and that Tehran had notified the IAEA of its measures in advance.

The Iranian parliament said on 27 June that an agreement to share images from certain nuclear sites with the International Atomic Energy Agency (IAEA) had ended, state-run news agency Tasnim reported. The announcement by Tehran effectively ends the international monitoring of Iran's nuclear programme, which formed part of the 2015 Joint Comprehensive Plan of Action (JCPOA) between Iran the P5+1 group of countries (the USA, UK, France, Russia, and China plus Germany). Under the agreement Iran had undertaken to limit its nuclear development in return for the lifting of sanctions.

As talks continue in Vienna on reactivation of the 2015 Joint Comprehensive Plan of Action (JCPOA) between Iran the P5+1 group of countries (the USA, UK, France, Russia, and China plus Germany), a quarterly report on Iran by International Atomic Energy Agency (IAEA) Director Rafael Grossi indicated that Iran is continuing to breach the enrichment limits set by the JCPOA, under which Iran agreed to limit its nuclear development in return for the lifting of sanctions.

International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi said on 24 May that he had agreed with Iran to extend by one month the basic verification and monitoring activities related to Iran’s nuclear development. Grossi’s announcement, which had been expected the day before, came after intensive talks with Ali Akbar Salehi, Vice President and head of the Atomic Energy Organisation of Iran (AEOI).

A second round of talks in Vienna on Iran's nuclear programme on 17 April were reported to have made progress, despite Iran’s announcement that it was increasing uranium-enrichment levels to 60%. Under the 2015 Joint Comprehensive Plan of Action (JCPOA) between Iran the P5+1 group of countries (the USA, UK, France, Russia, and China plus Germany) Iran agreed to limit its nuclear development in return for the lifting of sanctions. Under the JCPOA, Iran had committed to keep enrichment to 3.67%. However, after former US President Donald Trump withdrew from the deal and reimposed sanctions in 2018, Iran began reviving its nuclear programme and had increased its enrichment level to 20% in January. Following an attack on its Natanz enrichment facility, widely believed to have been perpetrated by Israel, Iran informed the International Atomic Energy Agency (IAEA) that enrichment levels would be increased to 60%.

Iran's Foreign Ministry spokesman, Saeed Khatibzadeh, says "the time is not ripe" for an unofficial meeting proposed by Josep Borrell, EU foreign affairs chief and coordinator of the Joint Comprehensive Plan of Action (JCPoA). His statement follows Iran's commencement last week of restrictions on some site inspections by the International Atomic Energy Agency (IAEA).

The E3 - France, Germany and the UK - has welcomed the prospect of a US and Iranian return to compliance with the Joint Comprehensive Plan of Action (JCPoA). The E3 foreign ministers and the US secretary of state held a virtual meeting yesterday to discuss Iran and other pressing issues. It was the second time in this format since Secretary Antony Blinken took office.
