The International Energy Agency (IEA) in its latest report, Electricity 2024, dedicates a significant amount of space to nuclear power – a departure from its previous studies which treated it as peripheral. In its press release on the new report, IEA says the increase in electricity generation from renewables and nuclear "appears to be pushing the power sector's emissions into structural decline". Over the next three years, low-emissions generation is set to rise at twice the annual growth rate between 2018 and 2023. Global emissions from electricity generation are expected to decrease by 2.4% in 2024, followed by smaller declines in 2025 and 2026.

At the 28th Conference of the Parties to the original 1992 United Nations Framework Convention on Climate Change (COP28), 22 countries signed a declaration supporting tripling nuclear energy capacity by 2050. The document was signed by the heads of state, or senior officials, from Bulgaria, Canada, the Czech Republic, Finland, France, Ghana, Hungary, Japan, South Korea, Moldova, Mongolia, Morocco, the Netherlands, Poland, Romania, Slovakia, Slovenia, Sweden, Ukraine, the United Arab Emirates, the UK and the USA. China and Russia did not sign, although they have the world’s fastest growing and most ambitious nuclear power programmes.

International Atomic Energy Agency (IAEA) experts have assessed the damage caused recent powerful explosions near Ukraine’s Khmelnitsky NPP (KhNPP), observing 26 broken windows but reporting no impact on nuclear safety and security at the site, Director General Rafael Mariano Grossi said. The IAEA team present at the KhNPP has conducted a thorough walkdown at the site after blast waves shattered windows in several of its buildings and briefly cut external power to two off-site radiation monitoring stations. Ukraine said it had shot down two drones five and 20 kilometres from the plant, respectively. The KhNPP is now installing thin metal sheets to replace the damaged windows until permanent replacements can be procured. One reactor is continuing to operate, while the second unit remains in planned outage since early August.

International Atomic Energy Agency (IAEA) experts have in recent days continued to inspect parts of Ukraine’s Zaporizhia NPP (ZNPP), without seeing any mines or explosives. They are still waiting to gain the necessary access to the rooftops of reactor units 3 & 4 following recent reports that explosives may have been placed there, Director General Rafael Mariano Grossi said, adding that the nuclear safety and security situation remains very precarious.

Group of Seven (G7) energy and environment ministers, following a two-day meeting in the northern Japanese city of Sapporo, issued a 36-page communique laying out their commitments ahead of a G7 summit in Hiroshima in May. The detailed statement covered sections on environment, climate and energy. It reaffirmed a commitment to accelerating the clean energy transition to net-zero greenhouse gas emissions by 2050. “We call on and will work with other countries to end new unabated coal-fired power generation projects globally as soon as possible to accelerate the clean energy transition in a just manner,” the statement says, stipulating that countries should rely on “predominantly” clean energy by 2035.

One year after Russia’s invasion of Ukraine, Moscow is pushing ahead with plans to take full control of the Zaporizhzhia nuclear power station and use it for the supply of electricity to occupied territories and Russia, the head of Ukraine’s state nuclear company Energoatom said.

Petro Kotin told the My-Ukraina (“We are Ukraine”) news channel that Russia’s shelling of the station and the area around it since the invasion began in February 2022 is “an act of nuclear terrorism”.

He said Zaporizhzhia – which has six Soviet era reactors and is the largest commercial nuclear facility in Europe – had operated safely for almost 40 years, but since Russia took control “we have had 20 very serious events, including those on the [International Atomic Energy Agency’s] emergency scale”.

Kotin said Russia had seized the nuclear station and all the infrastructure used to detect and respond to possible nuclear radiation incidents.

“They are all seized, all this infrastructure is broken,” he said. Kotin added that staff are being pressured to sign a contract to work for Russia’s Rosenergoatom, the nuclear plant operations subsidiary of Atomenergoprom, itself a subsidiary of state-owned nuclear corporation Rosatom.

The European Parliament has adopted a resolution urging European Union (EU) leaders to extend the sanctions against Russia introduced as a result of the war with Ukraine to include nuclear energy. The motion, was adopted by 489 votes to 36, with 49 abstentions.
