A second round of talks in Vienna on Iran's nuclear programme on 17 April were reported to have made progress, despite Iran’s announcement that it was increasing uranium-enrichment levels to 60%. Under the 2015 Joint Comprehensive Plan of Action (JCPOA) between Iran the P5+1 group of countries (the USA, UK, France, Russia, and China plus Germany) Iran agreed to limit its nuclear development in return for the lifting of sanctions. Under the JCPOA, Iran had committed to keep enrichment to 3.67%. However, after former US President Donald Trump withdrew from the deal and reimposed sanctions in 2018, Iran began reviving its nuclear programme and had increased its enrichment level to 20% in January. Following an attack on its Natanz enrichment facility, widely believed to have been perpetrated by Israel, Iran informed the International Atomic Energy Agency (IAEA) that enrichment levels would be increased to 60%.

Iran's latest move to increase uranium enrichment poses a nuclear proliferation risk, say the foreign ministers of the UK, France and Germany - the E3 countries. Meanwhile Iran’s ambassador to international organisations in Vienna has written to the International Atomic Energy Agency (IAEA), stressing the need for Israel's "prompt and unconditional" joining of the nuclear Non-Proliferation Treaty (NPT).

International Energy Agency (IEA) Executive Director Fatih Birol on 12 February told the Agency’s Big Ideas speaker series that a "grand coalition" of all stakeholders is needed to address the challenge of climate change, including the energy sector, which it accounts for most of the world's carbon dioxide emissions.

The IEA said CO2 emissions remained unchanged from their 2018 levels, although the global economy expanded by 2.9%. The data shows that emissions remained largely stable between 2013 and 2016 and then experienced two years of consecutive growth in 2017 and 2018. According to the IEA, increased nuclear power generation in advanced economies, particularly in Japan and South Korea, avoided the release of over 50 megatonnes (Mt) of CO2 in 2019.

US President Donald Trump on 13 October refused to certify the Joint Comprehensive Plan of Action (JCPOA) with Iran signed in July 2015 by Iran and the E3/EU+3 (China, France, Germany, Russia, the UK and the USA) and implemented in 2016. He said the new US strategy would "deny the Iranian regime all paths to a nuclear weapon". Trump’s administration said Iran had sought to "exploit loopholes and test the international community’s resolve" regarding JCPOA. However, International Atomic Energy Agency (IAEA) Director-General Yukiya Amano told the agency's Board of Governors in September that Iran was implementing the deal as agreed. In response to the Trump’s decertification decision, the IAEA confirmed that Iran has adhered to the deal.

The Middle East’s first major international research centre for science application research was inaugurated on 16 May at Allan in Jordan. Scientists from across the region will use the Synchrotron-light for Experimental Science and Applications in the Middle East (Sesame) for advanced research projects. The centre is the region's first international centre of excellence and is modelled on the European Organisation for Nuclear Research (CERN). It was developed under the auspices of the United Nations Educational, Scientific and Cultural Organisation (Unesco) with support from the International Atomic Energy Authority (IAEA).
