An International Atomic Energy Agency (IAEA) Integrated Safety Assessment for Research Reactors (INSARR) team of experts said the Philippines is committed to the safe operation of the Philippine Research Reactor-1 (PRR-1) Subcritical Assembly for Training, Education & Research (SATER) facility. This followed completion of recent commissioning tests and the start of its utilisation for training and education. The team also found the need for further improvement in the reactor’s operational organisation structure, its maintenance and operating procedures.

After more than three decades, the Philippines is again operating a nuclear facility after commissioning began of the Philippines Research Reactor-1 Subcritical Assembly for Training, Education and Research (PRR-1 Sater), which will become the country’s sole nuclear reactor training facility.

The operation of the facility is a step forward as the Southeast Asian country prepares for a possible nuclear new-build programme that is supported by president Ferdinand Marcos Jr.

The 1 MW open pool general-purpose PRR-1 research reactor reached criticality in August 1963. In 1984, PNRI decided to convert and upgrade the reactor into a 3 MW Triga Mark III reactor. It was shut down in 1988, leaving the country with no operating nuclear facility for the past 34 years.

In 2014, a proposal was accepted to use fuel rods from PRR-1 for training and education. The fuel is a uranium-zirconium hydride alloy manufactured by General Atomics of the US, which built the PRR-1. The International Atomic Energy Agency has been supporting the project through a series of technical cooperation projects.

The US Department of Energy, National Nuclear Security Administration (DOE/NNSA) seeks transport package owners (US Nuclear Regulatory Commission/Department of Transportation Type B transport packages [shipping casks]) qualified to direct the loading of irradiated and unirradiated Nuclear Fuel (NF) and/or target material located at foreign research reactors (FRR) in various countries. The vendor must be qualified to load the NF at the reactor site and arrange for transport to the United States in accordance with all applicable regulations, requirements and standards of the International Atomic Energy Agency (IAEA), sending and receiving governments. The vendor must supply the shipping casks, including specialized auxiliary equipment, required to safely load the casks, prepare them for transportation, and unload in an approved DOE receiving facility. The NF may consist of aluminum clad fuel assemblies (primarily material test reactor [MTR] type) and zirconium, aluminu m or stainless steel clad fuel assemblies (Training, Research, Isotope, General Atomic [TRIGA] type).
