The Iranian foreign ministry’s spokesman Saeed Khatibzadeh said on 22 November that a statement by France, Germany, and the UK (the E3) was “irresponsible”. The US administration on 2 November announced the reimposition of all US sanctions on Iran that had been lifted under the July 2015 Joint Comprehensive Plan of Action (JCPOA). This is the second raft of penalties reimposed since President Donald Trump withdrew from JCPOA in May, and they cover Iran's shipping, financial and energy sectors. The sanctions that come into force on 5 November penalise countries that do not stop importing Iranian oil and foreign companies that do business with blacklisted Iranian entities, including the central bank, a number of private financial institutions and state-run port and shipping companies. Eight countries, identified by officials as US allies, will receive temporary waivers allowing them to continue to import Iranian petroleum products for a limited period. Pompeo did not identify the countries to be granted the waivers. But according to numerous reports, these include India, South Korea, Turkey, Japan and Italy.

US President Donald Trump on 13 October refused to certify the Joint Comprehensive Plan of Action (JCPOA) with Iran signed in July 2015 by Iran and the E3/EU+3 (China, France, Germany, Russia, the UK and the USA) and implemented in 2016.  He said the new US strategy would "deny the Iranian regime all paths to a nuclear weapon". Trump’s administration said Iran had sought to "exploit loopholes and test the international community’s resolve" regarding JCPOA. However, International Atomic Energy Agency (IAEA) Director-General Yukiya Amano told the agency's Board of Governors in September that Iran was implementing the deal as agreed. In response to the   Trump’s decertification decision, the IAEA confirmed that Iran has adhered to the deal.
