An agreement has been signed by state-owned Polish utility Polskie Elektrownie Jadrowe (PEJ) with a consortium of US Westinghouse and Bechtel, which is being set up to design and build a NPP in Pomerania. The agreement, which sets out the rules for cooperation between PEJ and the Westinghouse-Bechtel consortium, is the result of intensive negotiations in recent months. These rules will apply to subsequent commercial contracts for the construction of a nuclear power plant in Pomerania.

Countries around the world turned to nuclear as a reliable low-carbon energy source as they looked for ways to wean themselves off Russian imports and lower carbon emissions.
New plants began operating, deals for small modular reactors were signed and countries announced ambitious plans for new-build.
On the political front, US president Joe Biden signed into law new legislation that will help to finance struggling nuclear reactors and could save dozens from being shut down early. In Europe, the nuclear industry celebrated when members of the European parliament decided to “follow the science” and support legislation which includes nuclear in the bloc’s sustainable finance taxonomy for green investment.

International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi said on 12 August that new shelling in the area of the Ukraine’s Zaporizhzhia NPP (ZNPP) was further underlining major nuclear safety and security risks at Europe’s largest NPP. However, based on the information provided by Ukraine, IAEA experts noted that systems important for nuclear safety and security had not been affected. Nevertheless, renewed shelling at or near the ZNPP was deeply troubling for nuclear safety and security Grossi said.

The International Atomic Energy Agency (IAEA) said on 2 July that the recent detection of slightly elevated levels of radioisotopes in northern Europe is likely related to a nuclear reactor that is either operating or undergoing maintenance, when very low radioactive releases can occur. The geographical origin of the release has not yet been determined.

South Australia Royal Commission into the Nuclear Fuel Cycle recommended, in its 344-page report published on 9 May, that South Australia should "further investigate" the feasibility of the storage and disposal of international used nuclear fuel and intermediate-level waste. The commission said South Australia has the attributes and capabilities to manage and dispose of international used nuclear fuel safely, and it would have a significant inter-generational benefit to the community.

How long does it take to develop a robust nuclear safety culture? The early history of commercial nuclear power complicates the answer to this question since early reactors were used mainly, or exclusively, for nuclear weapons material; that work was more closely aligned with the culture and values of the space programme, for example, or a munitions factory, than an electrical utility. Military secrecy would probably have tended to prevent contact with other plants in the country, much less plants in foreign countries.
