World leaders gathered in Brussels at the first ever Nuclear Energy Summit co-chaired by the Prime Minister of Belgium Alexander De Croo and the Director General of the International Atomic Energy Agency (IAEA) Rafael Mariano Grossi. The Summit was the highest-level meeting to date exclusively focused on the topic of nuclear energy. It followed inclusion of nuclear energy in the Global Stocktake agreed at the UN Climate Change Conference (COP28) in Dubai in December 2023 and the launch of the IAEA’s Atoms4NetZero initiative.

An International Atomic Energy Agency (IAEA) Integrated Safety Assessment for Research Reactors (INSARR) team of experts said the Philippines is committed to the safe operation of the Philippine Research Reactor-1 (PRR-1) Subcritical Assembly for Training, Education & Research (SATER) facility. This followed completion of recent commissioning tests and the start of its utilisation for training and education. The team also found the need for further improvement in the reactor’s operational organisation structure, its maintenance and operating procedures.

The Governments of the Philippines and the USA signed an “Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy” also known as a Section 123 Agreement, on the sidelines of the Asia Pacific Economic Cooperation (APEC) in San Francisco, California. The US insists that countries seeking to trade nuclear power goods and services must sign formal cooperation agreements. Such Section 123 Agreements relate to the relevant paragraph of the US 1954 Atomic Energy Act which requires them.

The USA and the Philippines have signed a civil nuclear cooperation agreement - known as a 123 Agreement - that will allow the transfer of nuclear energy-related materials and components between the two countries.

The Philippines' largest electric distribution utility, the Manila Electric Company (Meralco), has signed a cooperation agreement with Ultra Safe Nuclear Corporation (USNC) of the USA to study the potential deployment of one or more Micro-Modular Reactor (MMR) Energy Systems in the Philippines.

Philippines President Ferdinand R Marcos Jr held a meeting with executives of US NuScale Power Corporation on the sidelines of a working visit to the Washington. During the meeting NuScale said it is planning to conduct study to locate a site in the Philippines for possible construction of its small modular reactor (SMR). Marcos said the Philippines “essentially has a shortfall in power supply” and the support of NuScale would help address this issue. "We continue in our effort to provide cost-effective and clean energy solutions to our country," he said in a statement. "Our meeting with NuScale today builds on the discussions we had in New York last year, solidifying our commitment and bringing us closer to building more efficient and sustainable power sources at home," he added.

US small modular reactor (SMR) developer NuScale Power is interested in investing in the Philippines, the country's President Ferdinand "Bongbong" Marcos said during a five-day visit to the USA. He said NuScale plans to conduct a siting study in the Philippines.

During US President Joe Biden’s visit to Canada, a wide-ranging joint statement was issued with Canadian Prime Minister Justin Trudeau, which among other things, pledged to coordinate efforts to develop nuclear fuel supply chains in North America. They also undertook to build partnerships to help ensure access to low-enriched uranium and agreed to launch a task force to accelerate cooperation on clean energy opportunities and supply chains. Canada further agreed to join the US-led programme Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology (FIRST) programme and to provide funding and in-kind support.
