The Governments of the Philippines and the USA signed an “Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy” also known as a Section 123 Agreement, on the sidelines of the Asia Pacific Economic Cooperation (APEC) in San Francisco, California. The US insists that countries seeking to trade nuclear power goods and services must sign formal cooperation agreements. Such Section 123 Agreements relate to the relevant paragraph of the US 1954 Atomic Energy Act which requires them.

Unit 6 of the Bruce nuclear power plant in Ontario has resumed operation following its Major Component Replacement (MCR) project, Bruce Power announced. The Candu reactor, which was taken offline for the work in January 2020, is scheduled to resume commercial operation later this year.

Minister of Energy Virgil Popescu says Canada and the USA are both offering to help with the financing of the construction of Cernavoda 3 and 4 and said the US firms Fluor Corporation and Sargent & Lundy, Canada's SNC Lavalin and France's Framatome had agreed to "explore opportunities for cooperation in the civil nuclear field" with Nuclearelectrica.

France’s majority state-owned energy company EDF has submitted a preliminary, non-binding offer to the Polish government for the construction of four to six EPR nuclear power plants in Poland at two or three different locations.

“On Wednesday, October 13, 2021, EDF submitted to the Polish government a preliminary, non-binding offer for a contract covering the execution of engineering, procurement and construction (EPC) works from four to six EPR (European Pressurised Reactors), representing a total installed capacity of 6.6 to 9.9 GW in two to three locations,” the French company said in a statement.

“The initial offering includes all key programme parameters such as plant configuration, industrial schematic, local supply chain development plans, cost estimate and schedule,” the statement added.

EDF said the offer supports the implementation of the objectives of the Polish nuclear energy programme adopted by the Polish government in October 2020. It also aims to define the principles of the Polish-French strategic partnership supporting “an ambitious energy transformation plan consistent with the European goal of carbon neutrality”.
