According to the Wall Street Journal (WSJ), Saudi Arabia is considering a Chinese proposal to build a NPP. Citing Saudi sources acquainted with the situation, WSJ said China National Nuclear Corp (SNNS) had submitted a bid to construct a nuclear plant in Saudi Arabia’s Eastern Province, close to the border with Qatar and the United Arab Emirates (UAE).

Saudi Arabian Energy Minister Prince Abdulaziz Bin Salman says Saudi Arabia plans to use domestically-sourced uranium to develop its nuclear power industry. “We have large quantities of uranium, and we will exploit them commercially in the best way... The UAE's Federal Authority for Nuclear Regulation (FANR) and Saudi Arabia's Nuclear and Radiological Regulatory Commission (NRRC) have agreed to cooperate in nuclear and radiation regulatory matters, and to form topical working groups. The agreement follows the signing of a bilateral accord on cooperation in nuclear energy between the two countries in 2019.

Rosatom, the Russian state nuclear corporation, yesterday signed a series of agreements with overseas companies during the Atomexpo conference and exhibition being held this week in Sochi, Russia. The agreements, with Chile, China, Cuba, Finland, Hungary, Iran, Italy, Kazakhstan, Saudi Arabia, Serbia, Spain and Zambia, include the engineering and medical sectors, among others.

Saudi Arabia and Kazakhstan on 25 October signed an agreement to cooperate in the peaceful use of nuclear energy. Following a meeting with Saudi Arabia's minister of energy, industry and mineral resource, Khalid Al-Falih, on 24 October, Kazakh energy minister Kanat Bozumbayev said, "Kazakhstan is a leader in the production of natural uranium. We have a joint venture with Russia for uranium enrichment. We produce [fuel] pellets; we are at the stage of creating fuel assemblies. We have the necessary experience, which we can share with our Saudi colleagues."

Saudi Arabia and Russia intend to develop cooperation in nuclear technologies that could be used in medicine, Russian Energy Minister Alexander Novak said on 15 August. In June 2015, the two countries signed an agreement on cooperation in the peaceful use of nuclear technology. The deal creates a legal framework for cooperation in nuclear energy. It envisages cooperation in the construction and operation of reactors, nuclear fuel cycle services and staff education and training. "This is a fundamental document opening doors for cooperation between two countries in various application spheres of civilian nuclear technologies,” Novak said.
