The US Defense Logistics Agency (DLA), on behalf of the US Air Force and Department of Defense (DOD), has issued a notice of intent to award (NOITA) a contract to US-based fission technology company Oklo to provide heat and electricity to the Eielson Air Force Base near Fairbanks in Alaska as part of the Air Force's micro-reactor pilot programme. This programme was initiated in response to the Fiscal Year 2019 National Defense Authorisation Act, which required DOD to identify potential military locations to site, construct, and operate a micro-reactor. The NOITA initiates the acquisition process to potentially award the contract to Oklo under a long-term power purchase agreement executed by the DLA.

The US Department of the Air Force (DAF), in partnership with the Defense Logistics Agency Energy, has released a request for proposal (RFP) for the Eielson Air Force Base Micro-Reactor Pilot Program. “The release of the RFP for the Eielson AFB micro-reactor is a critical next step in furthering the development and deployment of reliable and clean energy technology at Department of the Air Force installations,” said Nancy Balkus, Deputy Assistant Secretary of the Air Force for Environment, Safety and Infrastructure. “This programme is extremely important to mission assurance and sustainment in the face of climate change and continued national defence threats, and demonstrates the department’s commitment to ensuring our installations have a safe, reliable supply of energy, no matter their location.”

The microreactor pilot programme was initiated in response to the National Defense Authorization Act for Fiscal Year 2019 requirement to identify potential locations to site, construct, and operate a microreactor by the end of 2027.
The government is considering a power purchase agreement contract for a period of up to 30 years for a microreactor that would be commercially owned and operated and licensed by the Nuclear Regulatory Commission, the nation’s nuclear regulator.
The Air Force said it is always searching for new options for future energy assurance initiatives that support critical missions. A pilot plant is needed to determine the viability of micro-reactor use at Air Force installations.
