The Indian Point nuclear power station in New York state. Photo courtesy Entergy. New York state regulators have approved a deal that puts in place “robust” financial conditions and clears the way for decommissioning the Indian Point nuclear power plant north of New York City.
The state Public Service Commission approved the transfer of the plant from Entergy Corporation to Holtec International subsidiaries, according to governor Andrew Cuomo.
Decommissioning of the site along the Hudson River is projected to cost $2.3bn and to take at least 12 years.
Mr Cuomo said the proposal approved by the PSC addressed the state’s concerns that adequate funds are available to complete the project subject to state oversight. Under the agreement, Holtec is required to adhere to “a robust suite of financial and administrative provisions”.

US Entergy Corporation's Indian Point Energy Centre unit 3 was finally shut down on 30 April, after 60 years of operation. Closure of both units at Indian Point was announced in 2017, following a settlement agreement with the State of New York. Entergy said it was the result of a number of factors, including sustained low current and projected wholesale energy prices that reduced revenues. However, the decision ended a long-running dispute over the future of the plant. Environmental groups and New York Governor Andrew Cuomo had pushed for years to close Indian Point, arguing that it posed environmental dangers to the city. Indian Point Unit 2 was closed as scheduled on 30 April 2020.

A joint agreement has been reached between the State of New York, Entergy, Holtec and other stakeholders to provide for the transfer of the Indian Point nuclear power plant to Holtec for decommissioning and site remediation. It also resolves pending litigation concerning the post-shutdown transfer of plant licences when the final unit at the site shuts down later this month.

The group, which supports the use of commercial nuclear power in the state, said that due to this greater fossil fuel consumption, the closure of Indian Point-2 in April 2020 will result in the annual production of about four million tonnes of avoidable carbon dioxide emissions, a figure that will double if Indian Point-3 closes as planned in 2021.
Moreover, with a capacity factor of 91%, Indian Point generates reliable baseload electricity. This means that shutting down Unit 2 created a very large, immediate, and continuous gap in real energy generation which had to be filled. That gap has been filled with fossil fuels, primarily methane – also known as natural gas.

The agreement, reached in January 2017, was for the two operating nuclear units at Indian Point to close in 2020-2021. The agreement saw New York state and activist group Riverkeeper agree to drop legal challenges and support the renewal of both operating licences for a limited period.
Indian Point-2 will shut down this week and Indian Point- 3 by 30 April 2021.
Entergy said key considerations in its decision to shut down the two pressurised water reactor units ahead of schedule included sustained low wholesale energy prices that have reduced revenues, as well as increased operating costs.
