International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi had talks with Syrian President Bashar al-Assad during a recent visit to Damascus. The Agency said the IAEA and Syria will have a new engagement with a view to providing confidence in the peaceful uses of nuclear energy for the benefit of the Syrian people. The IAEA will also intensify efforts in supporting Syria in terms of cancer care, in line with its Rays of Hope initiative, which provides life-saving equipment and treatment to help cancer patients in countries where the need is greatest.

Indian External Affairs Minister Subrahmanyam Jaishankar, during a five-day visit to Russia, signed agreements with Russia for additional units of the Kudankulam Nuclear Power Project in the southern state of Tamil Nadu. The agreement was signed following a meeting with Russian Deputy Prime Minister and Head of the Ministry of Industry & Trade Denis Manturov.

The US administration on 2 November announced the reimposition of all US sanctions on Iran that had been lifted under the July 2015 Joint Comprehensive Plan of Action (JCPOA). This is the second raft of penalties reimposed since President Donald Trump withdrew from JCPOA in May, and they cover Iran's shipping, financial and energy sectors. The sanctions that come into force on 5 November penalise countries that do not stop importing Iranian oil and foreign companies that do business with blacklisted Iranian entities, including the central bank, a number of private financial institutions and state-run port and shipping companies. Eight countries, identified by officials as US allies, will receive temporary waivers allowing them to continue to import Iranian petroleum products for a limited period. Pompeo did not identify the countries to be granted the waivers. But according to numerous reports, these include India, South Korea, Turkey, Japan and Italy.

Turkey is ready to give a special status to the Akkuyu NPP construction project, said Turkish President Recep Tayyip Erdogan following his talks with President of Russia Vladimir Putin in Moscow on 9 August. The Intergovernmental agreement between Russia and Turkey on cooperation in the construction and operation the NPP was signed in 2010. The project is the first Turkish NPP and comprises four 1,200MWe VVER reactors. The cost of the project was reported to be approximately $20bn.

In the wake of political changes in Turkey, the project to build its first NPP at Akkuyu on the Mediterranean coast is back on track. The project had faced delays and uncertainty following tension with Russia over the conflict in Syria. Western media, citing sources in the Turkish government, reported earlier that the project was suspended. Although both Russia and Turkey denied this, progress on Akkuyu stalled.

Russia's permanent representative to international organisations in Vienna (including the International Atomic Energy Agency), Vladimir Voronkov, said on 30 June that the Akkuyu NPP project in Turkey could now move forward. The project had been effectively (but not formally) frozen since November 2015 when a Turkish fighter jet shot down a Russian Su-24 bomber over Syria. However, an apology from Turkish President Recep Tayyip Erdogan now seems to have ended the stalemate.
