The US Biden Administration on 4 February restored a number of sanctions waivers for Iran in the run up to the final weeks of negotiations to reinstate the 2015 Joint Comprehensive Plan of Action (JCPOA).

The deal came ahead of a deadline set by Iran to stop intrusive checks of sites unless US sanctions are lifted.
Iran said it will go ahead with its threat to withdraw this week from the additional protocol, the agreement that gives inspectors from the IAEA powers of inspection.
However, following a weekend of talks with officials in Tehran, the IAEA’s director-general, Rafael Grossi, announced that he had struck what he described as “a temporary bilateral technical understanding” that will mitigate the impact of Iran’s withdrawal from the protocol, and give the IAEA confidence that it can continue to verify Iran’s nuclear activity.
Mr Grossi added that the move “salvages the situation” and avoids the position of the inspectors “flying blind”. He said the agreement, from which either side can withdraw, gave space for wider diplomatic discussions between the US and Iran to go ahead.

The USA will waive its sanctions on nuclear cooperation with Iran, allowing Russian, Chinese, and European companies to continue their work at Iranian nuclear facilities, US State Department spokeswoman Morgan Ortagus said in a statement on 31 October. However, Ortagus also said new sanctions had been placed on Iran's construction sector.

The International Atomic Energy Agency (IAEA) released a report on 16 January confirming that Iran had honoured commitments to the Joint Comprehensive Plan of Action (JCPOA), agreed last July following extensive negotiations between Iran and the E3+3 group (UK, France, Germany, the US, Russia and China). The JCPOA set limits on Iran's nuclear activities in exchange for the removal of all nuclear-related economic and financial sanctions.

The International Atomic Energy Agency (IAEA) Board of Governors on 15 December closed its investigation into whether Iran once had a nuclear weapons programme. The decision, reached by consensus, ended a 10-year investigation into Iran's nuclear programme, following Western allegations that the programme had military dimensions and the imposition on Iran of every more stringent economic sanctions.

On 21 October, Iranian Supreme Leader Ayatollah Ali Khamenei finally endorsed Iran's nuclear accord with world powers in a letter to President Hassan Rouhani. Khamenei said he appreciated the work of Iran's diplomats in reaching the 14 July Joint Comprehensive Plan of Action (JCPOA), the international agreement limiting Iran's nuclear programme in return for the lifting of economic sanctions.

The International Atomic Energy Agency (IAEA) and Kazakhstan signed an agreement on 27 August establishing a bank of low-enriched uranium (LEU) at the Ulba Metallurgical Plant in Ust-Kamenogorsk in northeastern Kazakhstan. The bank, will be governed by Kazakhstan's laws but will be fully managed and operated by the IAEA. The Ulba plant has been handling and storing nuclear material, including LEU, safely and securely for more than 60 years.

Russia's nuclear fuel company TVEL, a subsidiary of state nuclear corporation Rosatom, is "ready to deliver" fresh nuclear fuel for unit 1 of Iran's Bushehr nuclear plant in accordance with an existing contract, Rosatom said.

The official ceremony to launch the International Atomic Energy Agency's (IAEA's) nuclear fuel bank, to be sited in Kazakhstan, will be held on 27August, according to Kazakhstan's Foreign Minister Yerlan Idrissov. IAEA Director General Yukiya Amano, representatives of the six nations involved in talks to negotiate the Iranian nuclear programme, including Russia's Foreign Minister Sergei Lavrov and US Secretary of State John Kerry will be invited, Idrissov said in Geneva.

The International Atomic Energy Agency reports that Iran 'has taken the initial practical measures that were foreseen' in the Framework for Cooperation that was agreed between the two parties in November. The Agency also announced it has reached agreement with Iran on seven new practical measures to be implemented by 15 May 2014.
