Bulgarian Energy Minister Rumen Radev and Ukrainian Energy Minister Herman Halushchenko signed a memorandum of understanding (MOU) on cooperation in the field of energy during Ukrainian President Volodymyr Zelensky’s visit to Sofia. The two ministers noted that the MOU aims at broad development of energy cooperation “to support the economic and infrastructural development of the whole region”. The MOU provides for cooperation in nuclear energy, gas, green energy and energy transition including smart networks.

Petro Kotin told the My-Ukraina (“We are Ukraine”) news channel that Russia’s shelling of the station and the area around it since the invasion began in February 2022 is “an act of nuclear terrorism”.
He said Zaporizhzhia – which has six Soviet era reactors and is the largest commercial nuclear facility in Europe – had operated safely for almost 40 years, but since Russia took control “we have had 20 very serious events, including those on the [International Atomic Energy Agency’s] emergency scale”.
Kotin said Russia had seized the nuclear station and all the infrastructure used to detect and respond to possible nuclear radiation incidents.
“They are all seized, all this infrastructure is broken,” he said. Kotin added that staff are being pressured to sign a contract to work for Russia’s Rosenergoatom, the nuclear plant operations subsidiary of Atomenergoprom, itself a subsidiary of state-owned nuclear corporation Rosatom.

The European Parliament has adopted a resolution urging European Union (EU) leaders to extend the sanctions against Russia introduced as a result of the war with Ukraine to include nuclear energy. The motion, was adopted by 489 votes to 36, with 49 abstentions.

The two private companies signed the memorandum of understanding in Lviv, Ukraine, on Monday (28 November).
They said Fermi Energia has a practical understanding of EU energy policy, SMR deployment challenges, economics, risks and financing issues. It has the resources to “support Eco-Optima in consideration of SMR deployment in western Ukraine” where it is involved in natural gas extraction.
Fermi Energia said the companies intend to “support each other towards potential SMR deployment for district heating”. The MOU also covers technical assistance.

Russian President Vladimir Putin issued a decree to transfer Ukraine’s Zaporizhzhia nuclear power plant to Russian control and oversight on Wednesday. But Ukraine calls it an illegal attempt to take control of the plant and says the Russian president’s decree is "null and void".
