World leaders gathered in Brussels at the first ever Nuclear Energy Summit co-chaired by the Prime Minister of Belgium Alexander De Croo and the Director General of the International Atomic Energy Agency (IAEA) Rafael Mariano Grossi. The Summit was the highest-level meeting to date exclusively focused on the topic of nuclear energy. It followed inclusion of nuclear energy in the Global Stocktake agreed at the UN Climate Change Conference (COP28) in Dubai in December 2023 and the launch of the IAEA’s Atoms4NetZero initiative.

Hungary's Foreign and Trade Minister Peter Szijjártó said preparatory works would start for the Paks II nuclear power plant project in Hungary next month. It followed talks with Rosatom Director General Alexei Likhachev.

Hungary’s foreign minister Peter Szijjarto confirmed on social media that agreement had been reached on “the amendment of the construction and financing contract for the expansion of Paks”.
He said that regardless of the war in Ukraine and sanctions on Russia, “life and the technological situation have changed so much that contracts had to be changed”.
“We have gone through long negotiations, but today we have reached an agreement on all the necessary issues that guarantee that we can carry out the investment and protect Hungarian families and the Hungarian economy from completely insane price changes,” Szijjarto said.
Szijjarto held talks in Moscow on the Paks 2 project for Russia to build two new nuclear power plants at the Paks site in central Hungary.

The European Parliament has adopted a resolution urging European Union (EU) leaders to extend the sanctions against Russia introduced as a result of the war with Ukraine to include nuclear energy. The motion, was adopted by 489 votes to 36, with 49 abstentions.

“We have already started large-scale excavation work,” state-owned domestic news agency Ria Novosti reported Alexander Merten, vice-president of general contractor ASE JSC, a Rosatom subsidiary, as saying.
“Excavation work is being carried out for Unit 5 down to five metres and preparatory earthworks are being carried out for Unit 6,” Mr Merten said.
Concrete pouring for the nuclear island is scheduled to begin in autumn 2023 and the plants should be built by 2030.

Péter Szijjártó, recently confirmed by parliament as Hungary’s minister of foreign affairs and trade, has told parliament’s economic committee that, in response to the looming energy crisis, the government will work to speed up the expansion of the Paks NPP. Szijjártó's had been re-nominated for the post of Minister of Foreign Affairs and Foreign Economic Relations in the new government, which is now being formed by Prime Minister Viktor Orban, following his election victory.

European unions on 27 July reiterated calls for the European Commission (EC) to include nuclear power in its green goals. In a joint letter to EC President Ursula von der Leyen, 18 trade unions in the energy sector from 10 countries said nuclear energy must be included in a delegated act of the European taxonomy. The unions - from Belgium, Bulgaria, Czech Republic, Finland, France, Hungary, Romania, Sweden, Slovak Republic and Slovenia - called for "a dialogue with the purpose of nuclear energy to play its full potential and build an economically efficient and socially just carbon-free Europe by 2050".
