The Bulgarian government has cancelled the decision to build the Belene NPP as a project of national importance and the procedure for selecting a strategic investor. “With today’s decision, the government instructs the Minister of Energy to take action to terminate the procedure announced by the National Electric Company (NEK) to select a strategic investor for the construction of the Belene nuclear power plant and notify the candidates who submitted the relevant offers,” a government statement said.

US-based Westinghouse Electric Company has signed a contract with China’s Liaoning Nuclear Power Company Ltd and China Nuclear Power Engineering Company Ltd (CNPE) to supply Instrument and Control (I&C) systems for units 1&2 of the Xudabao NPP. Xudabao 1&2 are CAP1000 reactor units – the Chinese- designed version of the Westinghouse AP1000.

US-based Westinghouse Electric Company has signed a Front-End Engineering & Design (FEED) contract with Bulgaria’s Kozloduy NPP-Newbuild for a AP1000 reactor to be constructed at the Kozloduy NPP site. Westinghouse said work was starting to assess Bulgarian industry and existing infrastructure at the Kozloduy site for its potential to host an AP1000 reactor.

This has increased concerns that Korea’s plans to boost its nuclear reactor exports may continue to be stalled by ongoing litigation with Westinghouse Electric Company.

Final bids due next year and contract with winning technology provider could be finalised in 2024 The Czech Republic is planning at least one new nuclear plant at the Dukovany site. Courtesy ČEZ. France’s EDF, South Korea’s Korea Hydro & Nuclear Power (KHNP) and US-based group Westinghouse Electric have made initial bids to build a new reactor unit at the Czech Republic’s Dukovany nuclear power station, Czech utility ČEZ said today.

ČEZ said Elektrárna Dukovany II, the wholly owned subsidiary set up to implement the new-build project, will now analyse the bids and negotiate with the three bidders. The bidders will then submit final bids by the end of September 2023.

Majority state-owned ČEZ, which launched the Dukovany expansion tender in March, said it expects the contracts to be finalised in 2024.

The initial bids are the basis for clarifying technical and commercial parameters, but not for the actual selection or exclusion of contractors, ČEZ said. 

EDF’s reactor technology is the EPR, KHNP’s the APR-1400 and Westinghouse’s the AP1000. All three reactor types have seen commercial operation or are under construction in different countries.

Two EPRs and four AP1000s are commercially operational in China, while the APR-1400 is operated commercially in South Korea and the United Arab Emirates (UAE). 

Additionally, EPR new build projects are near completion at Olkiluoto in Finland and Flamanville in France, while construction is under way of two EPR units at Hinkley Point C in England. Two APR-1400s are in the commissioning stage and two are operating commercially at Barakah in the UAE.

ČEZ said there has been progress on preparation for the project. In 2019, the environment ministry approved an environmental impact assessment. Last year, Elektrárna Dukovany II received a siting permit from the State Office for Nuclear Safety and a generating facility authorisation from the ministry of industry and trade. The zoning procedure has begun, with the company applying to the building authority in June 2021.

One or two new reactors proposed for existing Kozloduy site Bulgaria has two Russia-made pressurised water reactor units in operation at Kozloduy. Bulgaria’s energy ministry has started work on a study for the rapid construction of at least one new nuclear power reactor unit in the country – most likely at the existing Kozloduy site, finance minister and deputy prime minister Asen Vasilev told the Bulgarian National Radio.

Mr Vasilev said Kozlduy, on the Danuber River in northwest Bulgaria, has a ready site with a completed environmental impact assessment and an “assembled team.”

He said if Bulgaria starts work on a new unit this year, it could be ready between 2028 and 2030. He also mentioned the possibility of deploying a second new reactor unit at Kozloduy.

Bulgaria has two Russia-made VVER-1000 pressurised water reactor units in commercial operation at Kozloduy. The two plants, inherited from the socialist era, provide about a third of the country’s electricity.

New nuclear reactors under construction and being planned in Turkey will help meet the fast-growing economy’s “massive” demand for energy and reduce the country’s dependence on polluting fossil fuels, the Italian representative of the NIATR (Nuclear Industry Association of Turkish Republic) said.

According to Turkey’s ministry of energy and natural resources, energy consumption in 2012 was 239 TWh a year, while in 2023 forecasts say it could reach as much as 478 TWh.

However, Massimo Giorgi of NIATR told NucNet that the current energy mix will not meet demand and the lack of reliable, diversified, low-cost energy is an obstacle to Ankara’s economic plans.

Once fully operational, the $20bn Akkuyu nuclear power station, where Turkey is building four 1,114-MW pressurised water reactor units supplied by Russia, will provide about 10% of the country’s total electricity generation.

Doosan Heavy Industries & Construction has been awarded its first contract for nuclear power instrumentation and controls (I&C) in the Chinese nuclear market. The South Korean company signed a contract with China Techenergy Company (CTEC) on 29 March to supply an Industrial Anti-seismic Protection System (IAPS) for units 3 and 4 of the planned Xudapu nuclear power plant in China's Liaoning province.

The Bulgarian cabinet has approved a report on the possibility of building a new nuclear power unit at the existing Kozloduy nuclear power station in the northwest of the country, with completion possible within 10 years, the government’s press service said.

According to the report, prepared by the Bulgarian ministry of energy, a second site at Kozloduy has already received a positive environmental impact assessment from the regulator. The EIA included Russian VVER and US AP-1000 pressurised water reactor technology.

The report noted that construction of a seventh unit at Kozloduy, which has four shut-down units and two in operation, could use equipment from the Belene nuclear project.

In October 2020, the government gave permission to state-owned Bulgarian Energy Holding (BEH), which owns Kozloduy, to negotiate with US nuclear companies about deploying a new reactor at Kozloduy.
