Kazak President Kassym-Jomart Tokayev, in a wide-ranging state-of-the nation has proposed holding a referendum on the issue of NPP construction or refusal to build a nuclear power plant to a national referendum. Construction of a second NPP on the Irtysh River in the Kurchatov region is being considered, Kazakhstan’s Vice Minister of Energy Zhandos Nurmaganbetov told a press conference on 3 August. Both Lake Balkhash and the Irtysh River are suitable sites for a NPP, he noted, adding: “Lake Balkhash will be the location of the NPP in Kazakhstan.” He explained that, if Kazakhstan aims to achieve carbon neutrality, “then there is no other way out but to build several plants”. The Irtysh is certainly a promising site, he noted, and once construction of the first plant begins, “the question arises: how many nuclear plants there will be in Kazakhstan”. He said relevant discussions are underway and detailed information will be looked at by the end of the year or early in 2023.

Kazakhstan Nuclear Power Plants (KNPP) and Korea Hydro & Nuclear Power (KHNP) have signed a memorandum of understanding (MOU) promising comprehensive cooperation for the introduction of new NPPs in Kazakhstan during a visit to Seoul by a Kazakh delegation headed by Deputy Energy Minister Zhandos Nurmaganbetov. The MOU will "help strengthen the strategic partnership between Kazakhstan and South Korea in the field of nuclear energy development," the Kazakh Energy Ministry said.

Sergey Kiriyenko, director general of Russian state nuclear corporation Rosatom, told journalists at the International Forum ATOMEXPO 2016 in Moscow on 31 May that the 10-year portfolio of Rosatom's orders for construction of NPPs will increase in 2016. "At the end of 2015, the order portfolio was $110bn. The 2016 we plan to finish at $136bn," he said, adding that 34 Russian design NPP units were now under construction in different regions of the world. He added that the cumulative portfolio of orders, including construction of NPPs, fuel supplies, uranium products delivery, services etc., exceeded $300bn.

Russian state nuclear corporation Rosatom in 2016 will contribute RUB24.6m ($300,000) from its state budget allocation to the International Atomic Energy Agency's (IAEA's) International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO project), according to a Russian government directive published on the official legal information portal. The directive says Rosatom and the Russian Foreign Ministry will monitor the use of the Russian contribution.
