An agreement has been signed by state-owned Polish utility Polskie Elektrownie Jadrowe (PEJ) with a consortium of US Westinghouse and Bechtel, which is being set up to design and build a NPP in Pomerania. The agreement, which sets out the rules for cooperation between PEJ and the Westinghouse-Bechtel consortium, is the result of intensive negotiations in recent months. These rules will apply to subsequent commercial contracts for the construction of a nuclear power plant in Pomerania.

US-based NuScale Power has joined the Romanian Atomic Forum (Romatom) as a supporting member to champion the association’s nuclear energy goals. Romania aims to be the first country in Europe to deploy a NuScale VOYGR small modular reactor (SMR) power plant. John Hopkins, NuScale President & CEO, said NuScale was “committed to advancing the secure deployment of SMRs globally”.

This has increased concerns that Korea’s plans to boost its nuclear reactor exports may continue to be stalled by ongoing litigation with Westinghouse Electric Company.

The International Atomic Energy Agency’s (IAEA's) planned new laboratory greenhouses have recently received pledges of €5.5m from 12 countries. The greenhouses are part of the Agency’s ReNuAL2 project to upgrade its nuclear applications laboratories in Seibersdorf, Austria. The contributions were provided by Algeria, Australia, Germany, Jordan, Kuwait, Malaysia, the Netherlands, South Korea, Slovenia, the United Arab Emirates, the UK and the USA. This met the target of estimated funding needed for construction of new laboratory greenhouses, which are necessary for the Agency’s work in plant-breeding, food safety, soil and water management and crop nutrition. The greenhouses were the last major ReNuAL2 project element requiring funding.

Countries around the world turned to nuclear as a reliable low-carbon energy source as they looked for ways to wean themselves off Russian imports and lower carbon emissions.

New plants began operating, deals for small modular reactors were signed and countries announced ambitious plans for new-build.

On the political front, US president Joe Biden signed into law new legislation that will help to finance struggling nuclear reactors and could save dozens from being shut down early. In Europe, the nuclear industry celebrated when members of the European parliament decided to “follow the science” and support legislation which includes nuclear in the bloc’s sustainable finance taxonomy for green investment.

China plans to cooperate with Saudi Arabia and other Gulf countries in the fields of nuclear energy, nuclear security and space exploration, Chinese President Xi Jinping has said at a summit with rulers and officials from the six Gulf Cooperation Council (GCC) countries – Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates – during a three-day visit to Saudi Arabia to attend the first China-Arab States Summit and the China-GCC Summit, and pay a state visit to Saudi Arabia at the invitation of King Salman.

Nuclear power is making “a strong comeback”, but the international financial community has so far “failed” to provide the level playing field needed for nuclear to help the world tackle its most pressing challenges, from climate change to sustainable development, International Energy Agency (IEA) executive director Fatih Birol told the Cop27 United Nations climate conference in in Sharm El Sheikh, Egypt.

Birol told an International Atomic Energy Agency (IAEA) discussion on nuclear power: “I don’t give them a passing grade.”

“Countries that were saying goodbye to nuclear power, they are rethinking their plans,” Birol said, adding that the IEA had been engaged in talks with both Belgium and Germany.

“We are very happy that both governments are now in the process of postponing their nuclear phaseout plans, understanding the role that nuclear plays in addressing this energy security challenge,” he said.

In addition, another group of countries is now considering extending the lifetime of their existing nuclear power reactors to respond to this challenge, which is one of the cheapest forms of low carbon power, Birol said. Still another group of countries are rolling out plans to build new reactors, including seemingly “surprising” ones such as the Netherlands and Poland as well as Japan and South Korea.
