EU Foreign Policy Chief Josef Borrell said during a recent visit to Tehran that the Vienna talks will resume with the aim of reinstating the 2015 Joint Comprehensive Plan of Action (JCPOA). He made the comments at a joint press conference following talks with Iranian Foreign Minister Hossein Amirabdollahian. Under the JCPOA between Iran the P5+1 group of countries (the USA, UK, France, Russia, and China plus Germany) Iran agreed to limit its nuclear development in return for the lifting of sanctions. After former US President Donald Trump withdrew from the deal and reimposed sanctions in 2018, Iran began to gradually roll back on the restrictions imposed by the JCPOA after the European parties to the agreement failed to put any measures in place to mitigate those sanctions.

International Atomic Energy Agency (IAEA) director general Rafael Mariano Grossi, in his opening statement to the IAEA Board of Governors on 24 November said: “Having returned yesterday from Tehran, I am ready to update you on the safeguards situation regarding Iran. I had extensive negotiations with senior Iranian officials to address Iran’s outstanding safeguards issues. As I will report, these negotiations proved inconclusive.”

The Iranian foreign ministry’s spokesman Saeed Khatibzadeh said on 22 November that a statement by France, Germany, and the UK (the E3) was “irresponsible”. He called on the E3 to fulfil their commitments under the 2015 Joint Comprehensive Plan of Action (JCPOA) between Iran the P5+1 group of countries (the USA, UK, France, Russia, and China plus Germany) under which Iran had agreed to limit its nuclear development programme in return for the lifting of sanctions.

Iran has begun a new stage of uranium enrichment activities, the country’s permanent representative to international organisations in Vienna said in an interview with IRNA on 22 November. Kazem Gharibabadi said that, during the discussion of Iran at the recent meeting of the International Atomic Energy Agency’s (IAEA) Board of Directors, France, Germany and the UK - the E3 countries - "had expressed regret" over the USA's withdrawal in May 2018 from the Joint Comprehensive Plan of Action (JCPoA) and the reimposition of economic sanctions against Iran.
