The loading of 'dummy' fuel assemblies began yesterday at unit 2 of the new nuclear power plant in Ostrovets, Belarus. "This process is a prerequisite and, in a way, a dress rehearsal for the loading of nuclear fuel into the reactor," Russian state nuclear corporation Rosatom said.

The European Nuclear Safety Regulators Group (Ensreg) has approved the preliminary report on a peer review of the new Belarusian nuclear power plant in Ostrovets. Adopted by consensus on 3 March, the report follows a mission by Ensreg technical experts to the plant site on 9 and 10 February.

A special production site to fabricate fuel for China’s CFR-600 fast reactor under construction has been established at Russia’s Mashinostroitelny Zavod (MSZ - Machine-Building Plant) in Elektrostal (Moscow region), part of Rosatom’s TVEL Fuel Company.

Rosatom engineering division said on 1 March in 2021 it will allocate RUB400 million ($5.4m) for innovative projects and R&D. The division unites leading nuclear companies, such as JSC ASE EC (Nizhny Novgorod), JSC Atomstroyexport (Moscow), JSC Atomenergoproekt (Moscow), JSC Atomproekt (Saint-Petersburg) and others. Over the past five years, the division's employees have received 110 certificates for computer programs and databases, as well as 112 patents for inventions, of which 47 were issued in Russia and 65 in foreign countries. Currently, 14 new applications for inventions are pending examination at Rospatent, and about 400 patent applications are in patent offices of 33 countries.

The Research Institute of Atomic Reactors (NIIAR) in Dimitrovgrad, in the Ulyanovsk region of Russia, has completed the second cycle of irradiation of the experimental fuel assemblies with VVER and pressurised water reactor fuel rods in the MIR research reactor. This marks the latest milestone in the development of Russian accident tolerant fuel, state nuclear corporation Rosatom announced today.

Decarbonising the power sector will not be enough on its own to reach climate goals, a joint high-level workshop held by the International Energy Agency (IEA) and the International Atomic Energy Agency heard yesterday. Applications of nuclear beyond power generation, including the production of low-carbon heat, hydrogen or other synthetic fuels, could significantly expand market opportunities for nuclear power and are especially relevant to achieving global net-zero emissions.

Brazil’s nuclear utility, Eletronuclear, on 25 February published in the Official Gazette (Diário Oficial da Uniao), a tender for a company to resume the civil works at the partly completed unit 3 of the Angra NPP, and to carry out part of the electromechanical assembly. This aim is to accelerate the plant's progress and to press ahead with some construction activities before hiring a contractor to undertake work to complete the construction of the plant. The contract is expected to be signed by May. First concrete is now scheduled for October and hiring of the general contractor for the second half of 2022. Eletronuclear is a subsidiary of state-run electric utility Eletrobras, which the government plans to privatise, although the nuclear power unit will be spun off and remain under state control.

Specialists at Russia’s AA Bochvar Research Institute of Inorganic Materials (VNIINM), part of the Rosatom’s Fuel Company TVEL, have developed a technical design for a fuel element based on uranium-plutonium nitride fuel (MNUP fuel) for the BREST-OD-300 fast breeder reactor. This will form the basis for the industrial production of MNUP-fuel, which will be launched as part of the Experimental Demonstration Energy Complex (ODEK), which is being built at the Siberian Chemical Combine (SCC) in Seversk, as part of the Proryv (Breakthrough) project.

Russia’s ADE-2 industrial uranium-graphite reactor at the Mining and Chemical Combine (MCC) in Zheleznogorsk, is to become become a nuclear industry museum, joining the world's first nuclear icebreaker Lenin and the Obninsk NPP, the world's first civil nuclear power plant. The ceremony, marking the event on 27 February was held mostly online because of pandemic restrictions. A live broadcast connected representatives of almost all MCC divisions located in different halls, while direct participants had passed testing for COVID-19 the day before.

The Bochvar Institute has developed a fuel rod design based on nitride uranium-plutonium fuel (MNUP-fuel) for the BREST-OD-300 fast neutron reactor. At the same time, Rosatom’s nuclear fuel division is developing second-generation fuel rods for the BREST-OD-300 with a higher burnout level, which will be used when MNUP fabrication will shift to the re-fabrication stage. This means that irradiated fuel of the first load after irradiation and reprocessing will be used for fresh fuel fabrication. Meanwhile, Rosatom has launched a tender to study the pyrochemical processing of used nuclear fuel from fast neutron reactors.
