Candu Energy Inc - a subsidiary of Canada's SNC-Lavalin - has been awarded a contract by China National Nuclear Power Co Ltd (CNNP) for pre-project work for a proposed two-unit Advanced Heavy Water Reactor (AHWR) plant in China. The work relates to planning and licensing in preparation for the project, construction of which is expected to start in or around 2021.

Canada’s SNC-Lavalin Group said on 22 September that it has an agreement in principle for a joint venture with China’s state-owned company China National Nuclear Corp (CNNC) and manufacturing conglomerate Shanghai Electric Group Co to design, market and build the Advanced Fuel Candu Reactor (AFCR). SNC signed an initial memorandum of understanding with CNNC to pursue power generation, mining and nuclear-related environmental projects around the world more than two years ago.

South Africa says it has put aside ZAR200m ($14.7m) in preparation for its nuclear energy programme to ease pressure on growth caused by ongoing electricity shortages. "National Treasury is working with the Department of Energy to consider the costs, benefits and risks of building additional nuclear power stations," the treasury said in its medium term budget policy statement. South African Finance Minister Nhlanhla Nene has previously pledged that the nuclear programme will be transparent, answering concerns among opposition parties that the government is moving ahead without proper disclosure. South Africa has signed agreements with several countries as it starts its nuclear build programme to develop 9,600MWe of nuclear energy by 2030.

SNC Lavalin subsidiary Candu Energy has signed a 'binding and exclusive' contract with China Nuclear Power Engineering Company, Ltd. (CNPEC) for the construction of CANDU Units 3 and 4 at the Cernavoda Nuclear Power Plant in Romania in Vancouver. The agreement was witnessed by senior representatives of China's National Energy Administration and Natural Resources Canada.
