World leaders gathered in Brussels at the first ever Nuclear Energy Summit co-chaired by the Prime Minister of Belgium Alexander De Croo and the Director General of the International Atomic Energy Agency (IAEA) Rafael Mariano Grossi. The Summit was the highest-level meeting to date exclusively focused on the topic of nuclear energy. It followed inclusion of nuclear energy in the Global Stocktake agreed at the UN Climate Change Conference (COP28) in Dubai in December 2023 and the launch of the IAEA’s Atoms4NetZero initiative.

At the 28th Conference of the Parties to the original 1992 United Nations Framework Convention on Climate Change (COP28), 22 countries signed a declaration supporting tripling nuclear energy capacity by 2050. The document was signed by the heads of state, or senior officials, from Bulgaria, Canada, the Czech Republic, Finland, France, Ghana, Hungary, Japan, South Korea, Moldova, Mongolia, Morocco, the Netherlands, Poland, Romania, Slovakia, Slovenia, Sweden, Ukraine, the United Arab Emirates, the UK and the USA. China and Russia did not sign, although they have the world’s fastest growing and most ambitious nuclear power programmes.

An International Atomic Energy Agency (IAEA) Operational Safety Review Team (OSART) team of experts concluded an 18-day mission to the Penly NPP in France at the request of the French Government. IAEA said that the operator of units 1&2 at the Penly NPP has demonstrated a commitment to operational safety. The team also encouraged the operator to continue improvements in areas such as the implementation of maintenance work.

According to the Wall Street Journal (WSJ), Saudi Arabia is considering a Chinese proposal to build a NPP. Citing Saudi sources acquainted with the situation, WSJ said China National Nuclear Corp (SNNS) had submitted a bid to construct a nuclear plant in Saudi Arabia’s Eastern Province, close to the border with Qatar and the United Arab Emirates (UAE).

An agreement has been signed by state-owned Polish utility Polskie Elektrownie Jadrowe (PEJ) with a consortium of US Westinghouse and Bechtel, which is being set up to design and build a NPP in Pomerania. The agreement, which sets out the rules for cooperation between PEJ and the Westinghouse-Bechtel consortium, is the result of intensive negotiations in recent months. These rules will apply to subsequent commercial contracts for the construction of a nuclear power plant in Pomerania.

The United Arab Emirates (UAE) has signed three memorandums of understanding (MOUs) with Chinese nuclear energy organisations to boost co-operation. The Emirates Nuclear Energy Corporation (ENEC) said the MOUs were signed with the Nuclear Power Operations Research Institute, the China National Nuclear Corporation Overseas and the China Nuclear Energy Industry Corporation.
