On 7 September, during the Eastern Economic Forum (EEF) in Vladivostok, Alexey Likhachev, the Director General of Russian state nuclear corporation Rosatom, and Toshio Kodama, President of Japan Atomic Energy Agency (JAEA) signed a memorandum for information exchange on reactor physics experiments for minor actinoid transmutation for radioactive waste processing and management.

Rosatom and JAEA stated their intention to cooperate in promoting innovative energy technologies in radioactive waste (RW) management. This will include technologies for transmutation of minor actinoids contained in radwaste through burning radioactive isotopes of americium, curium, and neptunium, recovered during the reprocessing of used fuel, in fast reactors or accelerator-driven systems us to significantly reduce the volume and radiotoxicity of waste.

Russia also expects to see specific joint projects with Japan to eliminate the consequences of the Fukushima accident   before the end of the year, Russian President Vladimir Putin said on 8 September after talks with Japanese Prime Minister Shinzo Abe on the margins of the EEF. Rosatom first deputy general director Kirill Komarov said that Rosatom was offering Japanese colleagues help in eliminating the consequences of the Fukushima accident, as well as in decommissioning NPPs
