Application procedures for Technical Catalogue proposals and Workshop for Machine/Equipment Development for Fuel Debris Removal Preparation at TEPCO Fukushima Daiichi Nuclear Power Plant

1. Scope and Purpose of the Technical catalogue

At TEPCO’s Fukushima Daiichi Nuclear Power Plant damaged by March 11 earthquake, continuous efforts are being made for stable cooling status by installing a stable core fuel cooling system. After this task is complete, spent fuel removal project will be launched including related radioactive material management and eventually decommissioning after reactor core removal.

With the above future steps in mind, 'Technology Development for Nuclear Plant Accident Emergency Response' project has started since 2011 as a part of subsidized project by the Agency of Natural Resources and Energy. There are a lot of development needs under this project such as decontamination, monitoring, measurement and remote-control technology, since this is the first experience to our country.

Currently, we are developing 'Technical catalogueî for R&D technologies based on the plant manufacturers' database. However, there should be a lot of other applicable technologies of various research organizations and private companies in and outside Japan.

Therefore, in order to gather intelligence in and outside Japan, we would like to publicly announce this activity and invite applications for other applicable technologies which can be a possible development candidate for future after next fiscal year. For those who agree with the purpose, please follow below application procedures. Thank you for your cooperation in advance.

2. Application procedures

1) Technical Scope

At the workshop, we will explain details about technical scope based on two target area; Session 1: Decontamination, Session2: Containment vessel leakage location inspection, repair, inside survey and our expectation to each scope. We will explain where our focus should be and technical requirements. Please make your proposal based on the explanation at the workshop.

2) Proposal Format

Please submit below 3 documents.

Format 1: Proposal title and applicant name

Format 2: Technical catalogue proposals

[Format 2-1] Session 1 : Decontamination technology

[Format 2-2] Session 1 : Remote control technology for Decontamination work

[Format 2-2] Session 2 : Remote-control operation machine and measurement ?equipment for CV inspection

Format 3 :

Self-evaluation on most applicable technology with project scope and needs in mind (Environmental condition, remaining technical challenges, etc)

Please attach supporting document as necessary. (Free-style). ?Also, regarding photos that can be publicly shared, please attach them to either one of Format 2-1, 2-2 or 2-3. As for photos that can NOT be publicly shared, please attach them to Format-3 as none-publicized information. Please be advised Format 2 will be publicized once your technology is selected for the catalogue.

4. Evaluation

Your application proposal shall be strictly reviewed for selection based on below evaluation points. As evaluation process and progress will not be open to the public, we are unable to answer your inquires about evaluation process.

¬ A proposal should match the purpose of this workshop and target technical scope.

¬ A proposal has an innovative and superior technical content.

¬ A proposal is economical and feasible.

5. Schedule

¬ March 14th : Public announcement

¬ April 6th : Deadline for proposal submittal

¬ Middle of April (plan): Evaluation

¬ Late April (plan): Decide which technologies should be included in the catalogue

After the selection, those selected results will be reported to the R&D steering committee and it will be publicized. All the application documents will be stored at the R&D steering committee and there is a possibility they might be re-visited as necessary in the future.

7. Misc.

We are unable to provide any information regarding proposal application other than what was explained at the workshop until the application due date. Please be aware that, even in case your proposal is chosen for catalogue, it does not mean such technology will be selected for projects. It will be reviewed separately depending on each project progress.
