This Invitation for Tenders follows the General Procurement Notice for this project, which was published on the EBRD´s web site and in Slovak newspaper “Hospodárske noviny” on 9th January 2009.

Jadrová a vyradovacia spolocnost a.s. (JAVYS a.s.), hereinafter referred to as “the Employer”, has received a grant from The Bohunice International Decommissioning Support Fund (BIDSF), administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of TREATMENT OF HISTORICAL WASTE – SLUDGES AND SORBENTS.– for Decommissioning of V1 NPP Units at the Bohunice NPP Site.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the Grant.

The scope of the project is:

• to provide and install RAW processing facilities for spent resins and crystalline sediments within/near building 801,

• to empty nearly 360 Tons of Spent Resins, Crystalline Sediments and Sludges of RAW stored in building 801 (Auxiliary Building), and to clean out the tanks afterwards,

• to process that RAW by means of the new installed process facilities that are capable of meeting the acceptance requirements of Mochovce National Repository (NNR),

• to transfer the facilities to the Employer, including the operating and maintenance know-how of the facilities installed.

The Contractor of this task shall select a suitable technology for each waste category, process the wastes and transport them to the place required by the Employer. The technology to be used shall be proven, used elsewhere in the world for a similar purpose. It shall comply with all applicable safety regulations and environmental protection requirements. All the works shall be scheduled so that the volume of historical radioactive resins and crystalline sediments defined in this tender is processed prior to the initiation of the V1 NPP decommissioning.

Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the BIDSF rules. Tendering for contracts to be financed with the proceeds of the BIDSF grant which is administered by the Bank is open to firms from all eligible countries and as at 1st January 2009 they are: EU member states, Switzerland, and the EBRD´s Countries of Operations.

The proceeds of the grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Chapter of the United Nations.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of Euro three hundred (€ 300) or equivalent in a convertible currency at the EUR 2929814934/1100 IBAN: SK1911000000002929814934 BIC: TATRSKBX.

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a tender security in an amount equal to Euro Two hundred Ten thousand (€ 210 000) or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below at or before 2.00 p.m, September 16, 2009, Bratislava local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend. A register of potential tenderers who have purchased the tender documents may be inspected at the address below.

The site visit will take place on 16th July 2009 beginning from 9.00 a.m. at NPP V1 Jaslovské Bohunice, INFOCENTRUM meeting room (entrance of administrative building). For arranging of entry permission the perspective tenderers are requested to submit the following data of their representatives who wish to participate at site visit meeting: name, date of birth, identification card or passport No., home address, personal identification number for Slovak citizens, within one week before the visit’s date. Due to limited number of places at meeting room a maximum 2 persons from each tenderer will be allowed to attend the above meeting.

Tenderers are solely responsible for determining requirements and obtaining all documentation necessary or required to facilitate travel and for making arrangements.
